"Production and periodic delivery of health insurance booklets for NHIF"

1. The subject of this public procurement is "Production and periodic delivery of health insurance booklets for NHIF". The scope of the procurement includes the production of health insurance booklets, in accordance with the technical parameters and requirements of the contracting authority, and their delivery to 28 Regional Health Insurance Funds (RHI F) in the regional cities of the country. The production of health insurance booklets must be carried out in a production facility provided by the contractor, and delivery to the addresses of the 28 RHI F must be carried out with transport provided by the contractor at his expense, after prior written requests from the contracting authority. 2. The production and delivery of health insurance booklets is carried out in connection with the provision of Art. 5, para. 4 of the Ordinance on the exercise of the right to access medical care, according to which the NHIF issues a health insurance booklet and separate registration forms to each insured person for the exercise of their right to choose. 3. The estimated quantity of health insurance booklets that will be needed for the duration of the contract is 232,000 pcs. (two hundred and thirty-two thousand pieces). * The indicated quantity of health insurance booklets is an estimate. The contracting authority has the right to request quantities according to its needs, within the maximum permissible value of the contract, without being obliged to order the entire indicated estimated quantity. 4. Health insurance booklets must be produced in accordance with the parameters specified in the Technical Specification and the attached mock-up of the health insurance booklet. 5. The technical parameters and the mock-up cannot be changed by the Contractor, except in cases of changes in the regulatory framework upon explicit written instruction from the Contracting Authority. 6. The production of health insurance booklets must be carried out in a production facility provided by the contractor, and periodic deliveries are made to the addresses of the 28 RHI F after prior written requests from the Contracting Authority. 7. Upon receipt of a written request from the Contracting Authority, the Contractor, with transport provided at his expense, must deliver the health insurance booklets in packaging suitable for storage and transport to the respective RHI F. 8. The delivered health insurance booklets must fully comply with the technical specification and the mock-up of the contracting authority. 9. The Contractor must deliver the requested quantities of health insurance booklets to the Contracting Authority's facilities within 30 (thirty) days from the date of the request from the Contracting Authority. 10. In case of claims for quantity discrepancies and visible defects, established by a bilaterally signed protocol, the Contractor shall replace them within 30 (thirty) days. 11. The Contractor must notify the Contracting Authority of the upcoming delivery no later than 24 hours before the delivery. 12. Participants must submit a sample of a health insurance booklet with their technical proposal, prepared by the respective participant, in accordance with the technical specification of the contracting authority and the attached mock-up of the content of the health insurance booklet. The samples will be used to establish their compliance with the requirements of the Contracting Authority. In case of necessity, the integrity of the samples may be compromised as a result of their examination. The sample must be submitted in a sealed package, marked "SAMPLE", with the name of the participant indicated on the package, including participants in a consortium, where applicable, full and accurate correspondence address, telephone, fax and email address, and the subject of the public procurement. Detailed instructions regarding the submission of samples are indicated in point 5 of section III of the procurement documentation. Important: A participant who does not submit a sample of a health insurance booklet will be disqualified from participating in the procedure.
