Detection of illegal construction using modern technological means

amendment, pursuant to Article 132 of Law 4412/2016, of Public Contract No. 30782/07-07-2025 and with ADAM 25SYMV017169911 2025-07-08 regarding the following articles: (a) The content of the provision "1. SUBJECT MATTER" is amended and replaced in its entirety, as follows: Article 1. Subject Matter Illegal construction continues to be a timeless and significant problem for the natural and built environment. With Law 5106/2024, state services are to be equipped with new tools and digital means to address it and support their operational processes. The subject of the project is the creation of an integrated system that will utilize new GIS and AI technologies in combination with the existing information systems of TEE (e.g., e-Permits, Illegal Construction Declarations, HTK and EPSX) and with new and repeated high-resolution aerial photographs taken with manned aircraft and UAVs, for the effective detection and immediate control of illegal construction cases in accordance with Law 4495/17 and the local enforcement and application of the relevant legislation. This makes it possible to detect and control whether any illegal construction is being built, in accordance with the terms and specifications of Article 1.3 of the Tender and ANNEX I of the Tender. It includes the following tasks: • Application of AI algorithms to historical reference background from 2011 and recent background from 2024 (orthoimages) produced from satellite images and to be provided by the Ministry of Environment and Energy and TEE, for the purpose of comparison and detection of building differences from 2011 to 2024 and extraction of their outlines over an area of 30,000 km2. Georeferencing of topographic plans of building permits from the Urban Planning Inspectorates from 2006 to 2019 and transformation of topographic plans from e-Permits (from 2019 onwards) to detect buildings constructed after 2011 without a building permit. • Production of a digital orthophoto map with accuracy up to 20 cm, from aerial photography, with a ground sample distance of 10 cm and LIDAR, to cover 20,000 sq. km of the country, in addition to the areas already covered during the period 2022-2024 within the framework of the Unified Digital Map and 3D Building Register projects implemented by TEE, distributed nationwide in urban centers, with emphasis on coastal areas and priority given to areas with increased problems of illegal construction. Creation of a Digital Terrain Model (DTM) and Digital Surface Model (DSM) and 3D digitization of approx. 1,000,000 buildings, calculating coverage, total built-up area, base and peak elevation, and creating a 3D building register and integrating the above data into the EPSX for their management and processing with the rest of its data. • Development of applications, tools, and electronic services in the "Unified Digital Map" information system for the implementation of the web platform for spatial detection and evaluation of potential illegal construction using a combination of spatial analysis, multi-criteria processing, and deep machine learning and customized AI algorithms. Interoperability with the Unified Electronic Complaint System (E.H.SY.K.A.), which is to be implemented based on Law 5106/2024, and implementation of applications and tools to serve the work of construction inspectors and control teams, as well as for the operation of the Coordination and Operations Office. • Analysis and processing of data (register of a total of 2,500,000 buildings, digitized and geocoded building permits, e-Permits and Illegal Constructions TEE, HTK, urban planning status, Cadastre, forest maps, foreshores, etc.) using the above applications, for the detection and evaluation of "potential" illegal constructions, with priority given to construction from the period 2012-2019. • Organization and operation of a supervision coordination center (War Room), control, data processing, and monitoring...
