Production of advertising materials (printing, with or without pre-press finishing and/or full pre-press, and delivery) based on a pre-defined vision for representative purposes, events from the "Culture" program, projects financed by the Municipality of Burgas, and for all other events and campaigns initiated by the Municipality of Burgas, and the activities of Municipal Enterprise "Summer Theater, Festivals and Concerts".

The subject of this public procurement includes the production of advertising materials (printing, with or without pre-press finishing and/or full pre-press, and delivery) based on a pre-defined vision for representative purposes, events from the "Culture" program, projects financed by the Municipality of Burgas, and for all other events and campaigns initiated by the Municipality of Burgas and the activities of ME "Summer Theater, Festivals and Concerts". The quantity and volume of the public procurement, according to the Technical Specification, an integral part of this public procurement. The contracting authority reserves the right not to award the entire quantity provided for in the Technical Specification. IMPORTANT! The items included in this public procurement are listed in the list under Art. 12, para. 1, item 1 of the Public Procurement Act, which is why it is reserved for participation by specialized enterprises or cooperatives of people with disabilities. Specialized enterprises or cooperatives of people with disabilities may participate in a public procurement, provided that they can fulfill at least 80 percent of its subject with their own machinery, equipment, and human resources. To fulfill this condition, they may use subcontractors or rely on the capacity of third parties, if the subcontractors or third parties are specialized enterprises or cooperatives of people with disabilities. Fulfillment of activities with own production or resources is not present when specialized enterprises or cooperatives of people with disabilities provide the contracting authority with goods delivered by other persons without substantial further processing. Other interested parties may also participate in the procedure for awarding this procurement. When applications for participation and/or offers are submitted in a procedure for awarding a reserved procurement by both persons for whom the procurement is reserved and by other persons, the commission examines the documents under Art. 39, para. 2 of the Ordinance on the Implementation of the Public Procurement Act of all participants and gives them the opportunity to rectify any identified deficiencies, incompleteness, or inconsistencies in the information contained therein, if any. After the selection, the commission first examines the offers of the admitted persons for whom the procurement is reserved, and if there are none, the offers of the other admitted persons are examined. Specialized enterprises or cooperatives of people with disabilities may participate, provided that at least 30 percent of their staff is composed of people with disabilities or those in a disadvantaged position. In such cases, the entities must be registered as specialized enterprises or cooperatives of people with disabilities for at least three years prior to the date of opening of this public procurement award procedure. Any Bulgarian or foreign natural or legal person or their associations, as well as any other entity that has the right to perform supplies in accordance with the legislation of the country in which it is established, may participate in the procedure for awarding a public procurement. To participate in the procedure, the participant prepares and submits an offer that must fully comply with the conditions contained in the announcement and the public procurement documentation.
