Public Announcement of General Competitive Tender. Pursuant to Article 234, Paragraph 1 of the Local Autonomy Act (1947, Act No. 67), general competitive tenders (hereinafter referred to as "tenders") for construction work will be conducted as follows. October 30, Reiwa 8. Haruyuki Shimo-hira, Mayor of Shibushi City. 1. Matters for Tender: (1) Work Name: Uchinokura District Seismic Water Tank Installation Work. (2) Location of Work: Uchinokura, Shibushi Town, Shibushi City. (3) Work Overview: Seismic water tank (road type) N=1 set, Fire water marker installation work N=1 set, Water supply pipe connection work N=1 set. (4) Construction Period: Until March 26, Reiwa 9. (5) Estimated Price (excluding tax): 7,646,000 yen. (6) Bidding Method: Electronic bidding. However, paper bidding is permitted only if the application is made in accordance with "5. Bidding Method by Paper Bidding" (1) below. (7) Contract Conclusion Method: This contract will be concluded electronically in principle. If paper contract is desired, submit the "Paper Contract Application Form" (separate form) to the Finance Division, Finance Group via email by the bid submission deadline. Qualifications Required for Tender Participants: (1) Must possess the "Civil Engineering General Construction C" qualification as notified by Shibushi Finance No. 15 dated April 6, Reiwa 8, for Reiwa 8/9 fiscal years, and meet all of the following requirements. (Grading is based on Article 3 of the "Shibushi City Construction Work Tender Participation Qualification Examination and Guidelines for Nomination Standards for Nominated Competitive Tender Participants, etc." (Shibushi City Public Notice No. 18, 2006)). a. Must not be subject to a suspension of designation under Article 3, 4, or 5 of the "Shibushi City Guidelines for Suspension of Designation for Qualified Contractors for Construction Work, etc." (Shibushi City Public Notice No. 21, 2006) by the date of successful bid determination for this work. b. Must not be subject to suspension of designation or suspension of general competitive tender participation qualification from the national government, prefectures, or local governments. c. Must not be a party with significantly unsound management status due to reasons such as delinquency of city taxes, suspension of transactions by a clearinghouse, or suspension of transactions from major business partners. d. Must not have filed for commencement of reorganization proceedings under the Civil Reorganization Act (1999, Act No. 225) or commencement of rehabilitation proceedings under the Corporate Rehabilitation Act (2002, Act No. 154) (including applications for commencement of rehabilitation proceedings under the former Corporate Rehabilitation Act (1952, Act No. 172) as amended by the same Act pursuant to the provisions of Article 2 of the Supplementary Provisions). e. There must be no capital or personnel relationship between parties wishing to participate in the tender from the date of announcement to the deadline for submission of the tender participation application form (excluding cases where all parties with capital or personnel relationships are members other than the representative of a joint venture). 4. (5) Bid Form Submission Destination: Via the Kagoshima Prefecture Municipalities Electronic Bidding System. (6) Response to Electronic Bidding System Failures, etc.: If submission of the bid form becomes impossible due to a failure of the electronic bidding system after applying for participation via electronic bidding, paper bidding may be permitted. However, in this case, the "Paper Bidding Participation Application Form" must be submitted by the day before the bid form submission deadline. 5. Invalid Bids: (1) Bids submitted by persons unqualified to participate in the tender, and bids that violate the following conditions related to bidding. (2) Bids submitted at a price exceeding the estimated price. (3) Bids submitted at a price below the minimum reserve price. (4) In cases where a construction cost breakdown is required, when the amount in the construction cost breakdown does not correspond to the bid amount. (5) When necessary documents are not submitted within the period specified in "5. Bidding Method by Paper Bidding" (2). (6) When the submitted documents in "5. Bidding Method by Paper Bidding" (3) are incomplete. (7) Bids submitted by persons who have not submitted a tender participation application form or who have submitted a false tender participation application. (8) In cases where a construction cost breakdown is required, when a construction cost breakdown is not submitted or is deemed not to have been submitted. (9) Submission of two or more bid forms (including bid forms submitted by paper bidding participants via both paper and electronic bidding). (10) In the case of paper bidding, when mailing by means other than registered mail or certified mail. (11) When not submitting by mail, such as by hand delivery. (12) Bids submitted by an agent. (13) In the case of paper bidding, when the documents are delivered to the City Hall after the deadline for submission of documents specified in "5. Bidding Method by Paper Bidding" (4). (14) In the case of paper bidding, when two or more application forms, etc. are sent in a single envelope. 11. Matters Related to Submission of Draft Contract: The successful bidder must, within 7 days of receiving the notification of successful bid determination, confirm the contents of the draft contract uploaded to the electronic contract system by the city and take the legally required measures (electronic signature). Successful bidders who wish for a paper contract must prepare and submit the draft contract signed and sealed within 7 days of receiving the notification of successful bid determination. If the period elapses, it will be deemed that the successful bidder has expressed their intention not to conclude the contract. 12. Advance Payment Availability: If the contract amount is 5 million yen or more, or if the contract amount is 3 million yen or more and the construction period is 50 days or more, advance payment is available. 13. Contract Security: If the contract amount exceeds 5 million yen, it shall be 10/100 or more of the contract amount; if the contract amount is 5 million yen or less, it shall be exempt. The means of contract security will be confirmed after the successful bid determination and will be one of the following: (1) Contract security deposit (cash). (2) Interest-bearing national bonds. (3) Guarantee from a bank, etc. (4) Guarantee from an advance payment guarantee company. (5) Guarantee by a public works performance guarantee bond. (6) Conclusion of a performance guarantee insurance contract. 14. Other: (1) Notification to the successful bidder will be made via the electronic bidding system between 9:00 AM and 11:00 AM on the day after the bid opening (or the next non-holiday if the day is a holiday as defined in Article 1 of the Shibushi City Ordinance on Holidays (2006, Shibushi City Ordinance No. 3)). However, for paper bidding participants, notification will be by telephone. (2) If there are no tender participants, the tender will be canceled. (3) The successful bidder, when it is recognized that an event that may affect the construction period or contract price is likely to occur pursuant to Article 20-2, Paragraph 2 of the Construction Industry Act (1949, Act No. 100), must notify the contractor of this fact, along with the necessary information to grasp the situation of such event, between the successful bid determination and the conclusion of the contract.
