Qualifications required for bidders (1) Must have the bid participation qualification rating "Landscaping Work A" for Reiwa 8/9, notified by Shibushi Finance No. 15 dated April 6, Reiwa 8, and meet all of the following requirements. (The rating is based on Article 3 of the "Outline on Qualification Examination for Shibushi City Construction Work Bidders and Standards for Nomination of Competitive Bidders, etc." (Shibushi City Notice No. 18, 2006).) a. Invalid bids: (1) Bids submitted by persons who do not have the qualifications to participate in the bid, and bids that violate the following bidding conditions. (2) When bidding at a price exceeding the estimated price. (3) When bidding at a price below the minimum reserve price. (4) In cases where a construction cost breakdown is requested, when the amount in the construction cost breakdown does not correspond to the bid amount. Matters regarding submission of contract draft: The successful bidder must confirm the contents of the contract draft uploaded to the electronic contract system by the city within 7 days from the date of receiving the successful bid decision notification and take the legally required measures (electronic signature). If the successful bidder wishes for a paper contract, they must prepare and submit a signed and sealed contract draft within 7 days from the date of receiving the successful bid decision notification. If the period elapses, it will be deemed that the successful bidder has expressed their intention not to conclude the contract. 12. Advance payment availability: If the bid result is 5 million yen or more, or if the contract amount is 3 million yen or more and the construction period is 50 days or more, advance payment is available. 13. Contract guarantee: If the contract amount exceeds 5 million yen, it shall be 10% or more of the contract amount. If the contract amount is 5 million yen or less, it shall be exempt. The means of contract guarantee shall be one of the following, and will be confirmed after the successful bid decision. (1) Contract deposit (cash) (2) Interest-bearing national bonds (3) Guarantee from a bank, etc. (4) Guarantee from an advance payment guarantee company (5) Guarantee by public works performance guarantee securities (6) Conclusion of performance guarantee insurance contract 14. Other: (1) Notification to the successful bidder will be made via the electronic bidding system between 9:00 AM and 11:00 AM on the day following the bid opening (or the next non-holiday if the day is a holiday as defined in Article 1 of the Shibushi City Ordinance on Holidays (Shibushi City Ordinance No. 3 of 2006)). However, for paper bid participants, notification will be made by telephone. (2) If there are no bidders, the bid will be canceled. (3) The successful bidder shall, based on the provisions of Article 20, Paragraph 2 of the Construction Industry Act (Law No. 100 of 1949), notify the contractor of any event that may affect the construction period or contract amount, along with the information necessary to grasp the situation of such event, between the successful bid decision and the conclusion of the contract.
