1. The Hyderabad Electric Supply Company (HESCO) has received financing from World Bank towards the cost of Electricity Distribution Efficiency Improvement Project (EDEIP) and intends to apply part of the proceeds toward payments under the contract for Design, Supply, Installation, Testing and Commissioning for Conversion of existing 66 kV Grid Station Khipro into a 132 kV (AIS) Grid Station, including installation of one (01) 20/26 MVA Power Transformer, along with the associated 132 kV feeding transmission line from 132 KV Kandiari Grid Station.

2. The HESCO now invites sealed Bids from eligible Bidders for following:

Lot-I: Conversion of existing 66 kV Grid Station Khipro into a 132 kV AIS (Air-Insulated Substation) Grid Station, including installation of one (01) 20/26 MVA Power Transformer & Two (02) line Bay At 132 KV Kandiari Grid Station.

Lot-II: Construction of 132 kV 35 Km feeding Double circuit transmission line from 132 KV Kandiari Grid Station to Khipro Grid Station.

3. Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 “Procurement Regulations” and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the office of Chief Engineer (Development) PMU HESCO, Hyderabad at the address below during office hours i.e. 0900 Hours to 1600 Hours at “Bungalow No. A1, HESCO Power Wing Colony Hussainabad Hyderabad.”

5. The bidding documents in English shall be available free of cost and may be downloaded from the Employer’s website https://www.hesco.gov.pk . The Bidders downloading bidding documents are required to inform the Purchaser in writing of their interest and contact details to receive any clarifications or addenda. Alternatively, the bidding document in English may also be purchased by interested Bidders upon the submission of a written application on company’s letter head to the below address and through courier services pre-arranged by the bidder at its own cost. The documents may also be collected in person. No liability will be accepted for loss or late delivery of the documents. No bidding document will be issued on the opening date.

A pre-bid meeting shall be held on Dated 22-06-2026 in accordance with ITB 7.1.

6. Bids must be delivered to the address below on or before 16 July 2026 at 11:00 AM Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below on 16 July 2026 at 11:00AM

7. All Bids must be accompanied by a “Bid Security” as detailed below;
