Оцінка пропозицій здійснюється на основі критерію – «Ціна». Питома вага критерію 100%. До розгляду не приймається пропозиція, ціна якої є вищою, ніж очікувана вартість предмета закупівлі, визначена замовником в оголошенні про проведення відкритих торгів.
Закупівля здійснюється в рамках реалізації проєкту «Освітній центр з питань безпеки для забезпечення резильєнтності та ефективних комунікацій», № 101179818 – SECURE – ERASMUS-EDU-2024-CBHE (Грантова угода - № 101179818 – SECURE), що фінансується Європейським Союзом як міжнародна технічна допомога відповідно до Рамкової Угоди між Урядом України та Комісією Європейських Співтовариств від 12.12.2006, ратифікованої із Заявою Законом України від 03.09.2008 № 360-VI. Програма Еразмус+, напрям КА2: Розвиток потенціалу вищої освіти.
Відповідно до п. 197.11 Податкового кодексу України операції з постачання товарів у рамках проєкту МТД і в межах затвердженого плану закупівлі товарів, що постачаються виконавцям проєктів МТД й оплачуються за кошти МТД, звільняються від оподаткування ПДВ. Згідно зі статтею 3 Рамкової Угоди між Урядом України та Комісією Європейських Співтовариств «Заходи, що фінансуються в цілому або частково коштом Співтовариства, не обкладаються податками, митними зборами, або іншими стягненнями аналогічного характеру».
