Учасник повинен мати (у користуванні, оренді або у власності) розгалужену мережу АЗС об’єднаних однією торговельною маркою на території України (крім тимчасово окупованих територій областей), із наявністю АЗС мінімум у м. Київ та Київській області.
Способом реалізації є Талон номіналом 20 (двадцять) літрів.
Строк дії Талонів становить не менше 12 місяців від дати видаткової накладної про передачу Талонів.
Пальне повинно зберігатись, транспортуватись та відвантажуватись у відповідності до норм техніки безпеки та охорони навколишнього середовища.
