General Competitive Bidding Announcement for Prefectural Upland Area Comprehensive Development Project Mino-Seki Area Kanno Housing Complex Phase 1 Construction
We hereby announce that a post-qualification type general competitive bidding will be held for the Prefectural Upland Area Comprehensive Development Project Mino-Seki Area Kanno Housing Complex Phase 1 Construction, in accordance with the provisions of Article 127 of the Gifu Prefectural Accounting Regulations (Showa 32 Gifu Prefectural Ordinance No. 19) (hereinafter referred to as the "Regulations").
The bidding announcement shall consist of "Form No. 1 Common Bidding Announcement Details [Post-qualification Type]" and this document.
"Form No. 1 Common Bidding Announcement Details [Post-qualification Type]" is posted on the Gifu Prefecture website.
This bidding will be conducted through the electronic bidding system. However, if you have changed your company name, address, or representative and have not yet updated your IC card, please participate using paper bidding.

(8) This construction is subject to the obligation to implement separate demolition and recycling of materials, and recycling of specified construction waste, based on the Act on the Recycling of Resources in Construction Works (Act No. 104 of 2000).
(9) This construction will be carried out using the electronic bidding system. However, if it is difficult to use the electronic bidding system, written submission may be permitted only with the prior approval of the head of the contracting organization.
(10) This construction is a comprehensive evaluation bidding system (regional type) where the winning bidder is determined by comprehensively evaluating factors other than price, including proposals of technical data.
(11) This construction is subject to a trial of supplementary on-site management costs for heatstroke countermeasures, and supplementary on-site management costs will be adjusted at the time of change design according to the daily maximum temperature.
(12) This construction is a "Model Construction Utilizing ICT" project at the contractor's request. For details, please refer to the "Implementation Guidelines for Model Construction Utilizing ICT Ordered by Gifu Prefectural Government's Prefectural Development Bureau and Urban Development Bureau."
(13) This construction is a complete two-day weekend system (Saturday and Sunday) construction (site closure) based on the principle of complete two-day weekends. (14) This construction is a model construction utilizing the Construction Career Up System. For details, please refer to the "Implementation Guidelines for Model Construction Utilizing the Construction Career Up System Ordered by Gifu Prefecture."
(15) This construction is a trial project for a human resource development type comprehensive evaluation bidding system aimed at supporting human resource acquisition and development in the construction industry, as well as improving the working environment.
(16) This construction utilizes an ASP-based information sharing system. For details, please refer to the "Gifu Prefecture Information Sharing System Operation Manual (Construction Edition)."
(17) This construction is a trial project for a rural development type comprehensive evaluation bidding system aimed at supporting initiatives that contribute to rural development, such as measures against livestock infectious diseases in the construction industry.
2. Bidding Qualification Requirements
The qualifications required to participate in the bidding for this construction are as follows:
Required Construction Industry Permit: Specific/General (Civil Engineering)
Registered Industry and Total Score in the Gifu Prefecture Construction Work Bidding Qualification Register:
Civil Engineering: Total Score 750 points or more
Construction Experience Requirements:
Must have experience in constructing the following types of work as the prime contractor by the application deadline date after FY 2011 (experience as a member of a joint venture is limited to those with a capital contribution ratio of 40% or more). However, for projects ordered by the national government or Gifu Prefecture, projects with a construction performance evaluation score of less than 65 points are excluded.
Construction experience of ¥8,600,000 or more for civil engineering work as defined by the Construction Industry Act, which has been completed and delivered.
On-site Technician Requirements:
The chief or supervising engineer assigned to this construction must meet the following criteria (A and C, or B and C) and be able to be assigned at the start of the contract period. However, they must be able to be assigned exclusively from the start of on-site construction (October 4, Reiwa 8).
Note: Exemption from exclusive assignment applies when applying Special Provisions No. 1 and No. 2 for exclusive assignment, or Article 26-5 of the Construction Industry Act.
A. Must be a Professional Engineer (Construction or Agriculture Department "Agricultural Civil Engineering", "Agricultural and Rural Engineering") or possess equivalent or higher qualifications.
B. Must be a Class 1 or Class 2 Civil Engineering Construction Management Engineer or possess equivalent or higher qualifications.
C. Must have experience as a chief engineer, supervising engineer, assistant supervising engineer, or site manager for civil engineering work as defined by the Construction Industry Act, with a contract value of ¥5,200,000 or more, which has been completed and delivered by the application deadline date after FY 2011. However, experience as an additional engineer required separately from the chief engineer, supervising engineer, or assistant supervising engineer when the contract is concluded at a price below the low bid price investigation standard price is excluded (experience as a chief engineer or supervising engineer includes experience under Special Provisions No. 1, Special Provisions No. 2 (including specially supervising engineers defined by the Construction Industry Act amended on October 1, Reiwa 2), and Article 26-5 of the Construction Industry Act. Experience as a chief engineer, supervising engineer, assistant supervising engineer, or site manager as a member of a joint venture is limited to those with a capital contribution ratio of 40% or more).

However, exclusive assignment is not required if any of the following conditions (1) to (3) are met:
(1) Construction with a contract price of less than ¥10,000,000.
(2) For construction with a contract price of ¥10,000,000 or more but less than ¥45,000,000, if the qualified contractor has an average construction performance evaluation score of 75 points or more for civil engineering work ordered by Gifu Prefecture in Reiwa 7 and 6 (if there is no record of receiving orders for civil engineering work ordered by Gifu Prefecture in Reiwa 7 and 6, then an average score of 75 points or more for civil engineering work ordered by Gifu Prefecture in Reiwa 5 and 4).
(3) Comprehensive evaluation bidding system construction with a contract price of ¥10,000,000 or more but less than ¥45,000,000.
Concurrent Assignment of Engineers Requirements:
This construction permits the application of Special Provisions No. 1, Special Provisions No. 2, and Article 26-5 of the Construction Industry Act.

5. Matters Concerning Comprehensive Evaluation Bidding System
(1) Mechanism of Comprehensive Evaluation Bidding System:
The winning bidder for this construction will be determined by the following method:
① When bidding qualifications are met, a standard score of 100 points will be awarded.
② Additional points of up to 17.5 points will be given based on achievements shown in technical data.
③ The winning bidder will be determined using a value calculated by dividing the total of the standard score and additional points by the bidder's bid price (hereinafter referred to as the "Evaluation Value").

3. Standard Points and Additional Points
① Standard Points: If the standard plan conditions are met, 100 standard points will be awarded.
