Must possess national qualifications or equivalent that allow them to become a chief engineer for water supply facility construction. c. Must not be the person responsible for business management as defined in Article 7, Item 1 or Article 15, Item 1 of the Construction Industry Act (hereinafter referred to as "Person Responsible for Business Management"). d. Must not be the exclusive engineer at the business office, regardless of the type of licensed business. (1) Must have their main business office (head office, hereinafter the same) in Japan. (2) Must have a rank of A for water supply facility construction in the Qualified Bidders List. (5) Must have construction experience of at least one distribution reservoir (steel) as defined by the Water Supply Act in the past 10 years (from Reiwa 27 onwards). (4) The average completed construction value for water supply facility construction in the latest Management Scale Evaluation Result Notification must be 50 million yen or more. (3) Must have obtained a specific construction business license under Article 3, Paragraph 1, Item 2 of the Construction Industry Act regarding water supply facility construction. (6) Must be able to assign a full-time engineer who meets all of the following requirements for this work. a. Must have an employment relationship with the applicant for 3 months or more prior to the date of application for confirmation of tender participation qualifications. b. Must possess national qualifications or equivalent that allow them to become a chief engineer for water supply facility construction. c. Must not be the person responsible for business management as defined in Article 7, Item 1 or Article 15, Item 1 of the Construction Industry Act (hereinafter referred to as "Person Responsible for Business Management"). d. (8) Must have no capital or personnel relationship with other tender participants wishing to participate in this tender. 3. Method of Application for Confirmation of Tender Participation Qualifications: Those who wish to participate in the tender for this work must submit the following documents within the application reception period. Re-tender Date and Method: If there is no successful bid in the initial tender and there are participants who can participate in a re-tender, re-tenders will be conducted up to two times. The deadline for re-tender registration will be 15:00 (1st time) and 17:00 (2nd time) on the day of bid opening, and bids will be opened immediately after each deadline. The breakdown of construction costs is not required when registering the bid amount for re-tenders. 15. Determination Method of Successful Bidder Candidate: (1) The bidder who submitted the lowest bid within the range of the scheduled price and the minimum reserve price will be determined as the successful bidder candidate. (2) If there are two or more bidders who submitted the same lowest bid, the successful bidder candidate will be determined by electronic lottery via the electronic bidding system. (3) After the successful bidder candidate is determined, a notification of suspension (notification that the bid results are suspended for post-bid examination) will be sent to all tender participants via the electronic bidding system. 16. Qualification Examination: The successful bidder candidate must submit the additional documents required for the qualification examination as follows. If these are not submitted, or if the examination results in a determination that the bidder does not meet the qualifications, the bidder who submitted the lowest bid among the other bidders within the range of the scheduled price and the minimum reserve price must submit them. Determination of Successful Bidder: If the qualification examination results in a determination of qualification, the bidder will be determined as the successful bidder. Contract Deposit: The successful bidder must pay a contract deposit of not less than 1/10 of the contract amount upon conclusion of the contract. However, this does not apply if the conditions in Article 23, Paragraph 1, Proviso, etc. of the Konan City Construction Work Electronic Competitive Bidding Guidelines (hereinafter referred to as "Electronic Bidding Guidelines") are met. 20. Other: (1) Tender participants must be aware of the "Electronic Bidding Guidelines" and "Regarding the Handling of Konan City Construction Work Electronic Competitive Bidding Guidelines" in advance. (2) This tender requires the submission of a breakdown of construction costs. Failure to submit the breakdown will result in disqualification. (3) This work is subject to the obligation to implement separate dismantling and recycling of specified construction materials, etc., based on the "Law for Promotion of Recycling of Construction Materials" (Reiwa 12, Act No. 104). (4) Bidding will take place even if there is only one applicant who has submitted an application for confirmation of tender participation qualifications in Section 3. (5) The handling of paper bids permitted due to unavoidable circumstances will be handled separately. (6) Additional documents submitted in this tender will not be returned. Replacements or corrections after the submission deadline will not be permitted. (7) The applicant shall bear the costs incurred in preparing and submitting additional documents, etc. (8) If false information is found in the submitted documents, the contract will be canceled, and the person who provided the false information may be subject to designation suspension measures. (9) The successful bidder must assign the assigned engineer listed in the "List of Assigned Site Supervisors and Assigned Engineers" to this work. Changes to the assigned engineer are generally not permitted. (10) The site supervisor who must be present at the site of this work must be employed by the applicant prior to the date of application for confirmation of tender participation qualifications. Changes to the site supervisor during the construction period are generally not permitted. Furthermore, the person responsible for business management and the full-time engineer at the business office as defined by the Construction Industry Act cannot serve as the site supervisor. (11) The successful bidder must choose between an interim advance payment or partial payment at the time of contract conclusion. Changes after contract conclusion are not permitted. (12) If the contract price including tax is 5 million yen or more, registration in the Construction Work Performance Information System (CORINS) is mandatory. (13) Bids submitted by those who do not meet the qualification requirements indicated in this announcement, bids falling under Article 97 of the Konan City Financial Regulations, or bids falling under any item of Article 11 of the Electronic Bidding Guidelines shall be invalid. (14) Bids falling under Article 12 of the Electronic Bidding Guidelines shall be disqualified.
