Η ικανότητα του έξυπνου οικοσυστήματος για δράση στα δύο αυτά διαφορετικά σημεία απαιτεί τη χρήση διαφορετικών εργαλείων και επηρεάζεται σημαντικά από την αποδοτικότητα των υφιστάμενων δημοτικών υπηρεσιών. Πιο συγκεκριμένα, τα όργανα δράσης και αλληλεπίδρασης του έξυπνου οικοσυστήματος περιλαμβάνουν: - Ειδικό τεχνικό εξοπλισμό ανά κάθετη έξυπνη δράση / εφαρμογή (όπου απαιτείται) - Ενοποιημένη εφαρμογή πολίτη για προσωποποιημένη αλληλεπίδραση με το έξυπνο οικοσύστημα - Διεπαφή καταχώρησης αιτημάτων πολιτών και διαχείρισης κύκλου ζωής καθηκόντων δημοτικών υπηρεσιών - Ιστότοπο προβολής και ενημέρωσης έξυπνου οικοσυστήματος και δημοτικών πληροφοριών / δράσεων - Την ανταποδοτική νομισμα
