WORK OUTLINE:
Construction length: Approx. 76 meters
Prestressed concrete bridge: Bridge length 20.1 meters
Bridge superstructure: PC bridge work, bridge accessory work, curb work, pavement work, temporary work (all items)
Bridge substructure: Abutment work, temporary work (all items)
Road improvement: Road earthwork, ground improvement work, slope work, retaining wall work, drainage structure work, pavement work, curb work, guardrail installation work, structure removal work, temporary work (all items).

BID CLASSIFICATION:
* Bidding for this work is subject to the Hiroshima City Electronic Bidding System.

BID PARTICIPATION REQUIREMENTS: Applicants must meet all of the following conditions.
QUALIFICATIONS:
* Not falling under Article 167-4 of the Local Autonomy Act Enforcement Regulations and Article 2 of the Hiroshima City Contract Regulations.
* Certified as a participant in Hiroshima City construction competitive bidding for Reiwa 7 and 8 (2025 and 2026).
* Must have obtained an IC card in the bidder's name and completed user registration for the electronic bidding system.
* Other qualification requirements are as per the bid explanation document.
CERTIFIED WORK TYPE: Civil Engineering (General)
GRADE CLASSIFICATION: Certified as "B" or "A".
BUSINESS OFFICE LOCATION: Must have its head office in Hiroshima City.
* "Head office" refers to the principal place of business as defined by the Construction Industry Act.
COMPANY CONSTRUCTION EXPERIENCE: Must have experience in the following construction work, completed and delivered as the prime contractor since April 1, Reiwa 11 (2009):
* Construction work involving bridge superstructure (prestressed concrete bridge) with a bridge length of 10 meters or more.
* However, construction experience as a member of a joint venture is limited to those with a capital contribution ratio of 20% or more.
ENGINEER:
1. Must be able to assign a chief engineer or supervising engineer for civil engineering work to the project.
If the contract amount is 45 million yen (tax included) or more, they must be assigned exclusively.
Furthermore, if a supervising engineer (meaning a supervising engineer as defined in Article 26, Paragraph 3, Item 2 of the Construction Industry Act, hereinafter the same) is assigned concurrently under Special Exception 2, a supervising engineer assistant (meaning a person who assists the duties stipulated in Article 26-4, Paragraph 1 of the same Act, performed by a concurrently assigned supervising engineer) must be assigned exclusively to the project.
However, engineers must comply with the provisions of Article 26, Paragraphs 1 to 5 of the same Act.
2. Engineers must have a direct and continuous employment relationship with the bidder as of the bid opening date, and have been employed for 3 months or more prior to the bid opening date.
However, for engineers when the contract amount is less than 45 million yen (tax included), they must have a direct and continuous employment relationship with the bidder as of the bid opening date, and have been employed prior to the day before the bid opening date.
3. Concurrent assignment of engineers is permitted within the scope of the conditions described in the bid explanation document, even if exclusive assignment is required, provided that the conditions are met.
OTHER:
* Contractors who have undertaken the design work for this project (Aki Kensetsu Consultants Co., Ltd., Hirocon Co., Ltd.) or construction companies with a capital or personnel relationship with such contractors cannot participate.
* This work is obligated to be subcontracted to contractors with head offices in the city (including subcontractors from the second tier onwards).
* Those who do not meet the bid participation requirements cannot participate.
* Furthermore, those who cannot be selected in accordance with Article 28, Item 2, Items 3 (a) to (o), and Item 5 (a) of the Hiroshima City Construction Competitive Bidding Handling Guidelines cannot participate.
* Those who cannot confirm the fulfillment of their obligation to join and pay social insurance (health insurance and employees' pension insurance) and labor insurance (employment insurance) cannot participate (excluding those who are not subject to the obligation to join each insurance).

After confirming the bid participation qualifications, the successful bidder will be notified via the electronic bidding system.
CANCELLATION OF BID
Bids may be cancelled if the fairness of the bidding is deemed to be compromised due to the actions of the bidders or errors in the client's bidding procedures.
INVALID BIDS
Bids submitted by those who do not meet the bid participation requirements stated in this announcement, bids with false statements in the application, bids that violate the bidding conditions, and bids from those whose submitted bid participation qualification confirmation application cannot be verified due to incomplete documents (including errors) will be considered invalid.
OTHER:
* Bidding for this work is a post-bid qualification confirmation type general competitive bidding, where qualification is confirmed after the bid opening.
* This work is subject to the obligation to implement separate demolition and recycling, and recycling of specified construction waste, based on the Act on the Promotion of Proper Treatment of Specified Construction Materials (Act No. 104 of 2000).
* When determining the successful bidder, the contract amount will be the amount entered by the successful bidder in the electronic bidding system or stated in the bid form, plus an amount equivalent to 10% of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders must enter or state an amount equivalent to 100/110 of their estimated contract price, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax.

Regarding the Trial Implementation of "Labor Cost Dumping Investigation"
The national government has created and published the "Guidelines for Public Procurers to Prevent Labor Cost Dumping" for public procurers, which summarize the submission of bid amount breakdowns and points to note regarding the specific implementation of "Labor Cost Dumping Investigation".
According to the national guidelines, when the direct construction cost falls below a certain level, confirmation of the estimation details, etc., is required in writing ("Reason Statement"). However, in this city, regardless of whether the direct construction cost falls below a certain level, all bidders who are requested to submit a general competitive bid participation qualification confirmation application, etc. (hereinafter referred to as "Application, etc.") will be asked to submit a Reason Statement along with the Application, etc.
This Reason Statement is not for stating the reason why the cost fell below a certain level, but is a document to explain the basis of estimation, such as what calculation method and concept was used for the bid amount and construction cost breakdown. The submitted Reason Statement will be used to confirm the estimation details and ensure that appropriate labor costs are secured.
Furthermore, even if a reasonable answer cannot be confirmed, the contract will be concluded, but the client will report to the investigator based on Article 40-4 of the Construction Industry Act (hereinafter referred to as "Construction G-Men").
However, this trial implementation is limited to general competitive bidding (excluding unit price contracts) for which the Finance Bureau, Contract Department, Construction Contract Section concludes the contract.
Scope of "Labor Cost Dumping Investigation"
This trial will be conducted only for general competitive bidding (excluding unit price contracts) for which the Finance Bureau, Contract Department, Construction Contract Section concludes the contract.
It does not apply to designated competitive bidding or discretionary contracts.
Submission of "Reason Statement"
After bid opening, all bidders who are requested to submit an Application, etc., must submit a Reason Statement along with the Application, etc., in person to the construction management section indicated in the bid announcement (the deadline for submitting the Reason Statement is the same as for the Application, etc.).
