(6) Bidding Method The successful bid price will be the bid amount plus 10 percent of that amount (if there is a fraction of less than one yen, it shall be rounded down). Therefore, bidders shall state the amount equivalent to 100/110 of their estimated contract amount, regardless of whether they are taxable or non-taxable for consumption tax.
(7) This procurement will be conducted using the "Electronic Procurement System" for bidding, bid opening, and contract procedures. However, if it is unavoidable to use the "Electronic Procurement System," paper bids, bid openings, and contract procedures may be used with approval by submitting a reason statement as defined in the tender explanation documents to the location indicated in item 4(1) below, between 10:00 AM on September 9, Reiwa 8, and 5:00 PM on October 30, Reiwa 8. 2 Qualifications for Participation in Competition
(1) Must not fall under the provisions of Article 70 of the Cabinet Order concerning Budget, Audit and Accounting (hereinafter referred to as "Budget Execution Order"). Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for concluding the contract may be applicable in cases of special reasons.
(2) Must not fall under the provisions of Article 71 of the Budget Execution Order.
(3) Must have been graded A, B, or C in "Manufacture of Goods (Non-ferrous Metal/Metal Products or Others)" or "Sale of Goods (Non-ferrous Metal/Metal Products or Others)" in the Reiwa 7, 8, and 9 fiscal years (Unified qualifications for all ministries and agencies) by the Ministry of Internal Affairs and Communications, and possess qualifications for participating in tenders in the Kanto-Koshinetsu region.
(4) Must meet the qualifications specified by the Authorized Officer for Disbursement based on the provisions of Article 73 of the Budget Execution Order. For details, refer to the tender explanation documents.
(5) Must not be a person whose management is substantially controlled by or is equivalent to that of an organized crime group.
3 Obligations Required of Bidders
Those wishing to participate in the tender must submit the various documents clearly specified in the tender explanation documents via the "Electronic Procurement System" between 10:00 AM on September 9, Reiwa 8, and 5:00 PM on October 30, Reiwa 8. However, if it is unavoidable to use the "Electronic Procurement System," they must be submitted to the location indicated in item 4(1) below by the deadline. They must also provide explanations if requested regarding the submitted documents.

(4) Invalid Bids: Bids submitted by persons who do not meet the qualifications for participation in this competition, bids with false or fraudulent statements in the submitted documents, and bids from those who have failed to fulfill the obligations required of bidders shall be deemed invalid.
(5) Method of Determining the Successful Bidder: The successful bidder will be the one who has submitted a valid bid at the lowest price within the limit of the estimated price prepared in accordance with Article 79 of the Cabinet Order concerning Budget, Audit and Accounting.
