1. BID ANNOUNCEMENT
The following is announced for general competitive bidding.

1. Outline of Works
(1) Work Name: Next Generation Aviation Security Information Network Development Work Chubu (Project) and 1 Other Work (Re-announcement) (Electronic Bidding Target Project)
(2) Work Location: Chubu Airport Office (1-1-1 Centrair, Tokoname City, Aichi Prefecture)
(3) Work Description: This work involves the installation of ancillary equipment necessary for the development of the next-generation aviation security information network. It also includes the installation of Airport Traffic Processing System (TAPS) equipment, LAN cable laying, and removal of unnecessary cables.
(4) Construction Period: From the weekday following the contract signing date until December 25, 2026
(5) This work is subject to electronic bidding through the electronic procurement system. However, those who find it difficult to use the electronic procurement system may, with the consent of the contracting party, use paper bidding.
(6) This work is a trial project for the post-contract value engineering (VE) method, which accepts proposals on construction methods after contract signing.
(7) This work does not permit the assignment of a supervising engineer (hereinafter referred to as "special supervising engineer") under the provisions of Article 26, Paragraph 3, Proviso of the Building Construction Act (Act No. 100 of 1949).
2. Eligibility for Competition
(1) Not falling under the provisions of Article 70 of the Cabinet Order on Budget, Settlement, and Accounting (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Execution Order"). Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract execution fall under the case of special reasons in the same article.
(2) Not falling under the provisions of Article 71 of the Budget Execution Order.
(3) As of the bid opening, be rated in Grade A or B for "Telecommunications Construction" in the "FY 2025/2026 Ministry of Land, Infrastructure, Transport and Tourism General (Designated) Competitive Bid Qualifications" and have competitive bidding qualifications in the Osaka Aeronautical Administration Bureau (For companies undergoing rehabilitation proceedings based on the Corporate Reorganization Act (Act No. 154 of 2002) or bankruptcy proceedings based on the Civil Rehabilitation Act (Act No. 225 of 1999), general competitive bid qualification re-certification procedures separately determined by the Director of the Osaka Aeronautical Administration Bureau of the Ministry of Land, Infrastructure, Transport and Tourism after the decision to commence proceedings must have been obtained). For those who do not have such qualifications, applications for competitive bidding qualifications will be accepted according to the application method described in the "Public Notice on Qualifications of Bidders" (Official Gazette dated March 31, 2026).
(4) Not be a company for which commencement of rehabilitation proceedings has been filed under the Corporate Reorganization Act or commencement of reconstruction proceedings has been filed under the Civil Rehabilitation Act. However, this does not apply to those who have obtained re-certification under (3).
(5) Not be subject to a suspension of designation based on the "Procedures for Suspension of Designation, etc., for Public Works Contracts under the Jurisdiction of the Aeronautical Bureau" (Notice No. 386 of June 28, 1984) by the Director of the Osaka Aeronautical Administration Bureau of the Ministry of Land, Infrastructure, Transport and Tourism, between the deadline for submission of the application and confirmation documents (hereinafter referred to as "documents") and the bid opening date.
(6) There shall be no capital or personnel relationship between the bidders (or constituent members in the case of a joint venture). Please note that contacting parties for the purpose of determining who will withdraw, in cases where such relationships exist, does not violate the provisions of Article 4, Paragraph 3, Item 2 of the "Rules for Bidders in Competitive Contracts of the Aeronautical Bureau of the Ministry of Land, Infrastructure, Transport and Tourism."
(7) Not be a person who has been requested by the police authorities to be excluded from public works, etc., of the Ministry of Land, Infrastructure, Transport and Tourism as a person whose management is substantially controlled by a member of an organized crime group or a person equivalent thereto, and such state continues.
(8) Not be a contractor of design work, etc., related to this work, or a construction company with capital or personnel ties with such contractor (for details, refer to the tender explanation document).
(9) Must fully meet the requirements for competitive bidding qualifications separately determined by the Sub-authorized Signatory for Expenditure, Director of Chubu Airport Office, based on the provisions of Article 73 of the Budget Execution Order (for details, refer to Attached Document 1 "Requirements for Competitive Bidding Qualifications").
(10) Must have received the tender explanation document or downloaded it from the electronic procurement system.

4. Miscellaneous
(1) Language and Currency Used in Procedures: Japanese language and Japanese currency only.
(2) Bid Security and Contract Security:
1) Bid Security: Exempt.

(3) Invalid Bids: Bids submitted by persons who do not meet the competitive bidding qualifications indicated in this announcement, bids with false statements in the application or confirmation documents, and bids that violate the bidding conditions are invalid.
(4) Determination of Successful Bidder: The successful bidder will be the one who submits the lowest valid bid price within the limit of the estimated price prepared based on the provisions of Article 79 of the Budget Execution Order. However, if the bid price of the intended successful bidder is deemed likely to result in non-performance of the contract in accordance with its terms, or if it is deemed significantly inappropriate due to the risk of disrupting fair trade, another bidder who submitted a bid within the limit of the estimated price and has the lowest bid price may be selected as the successful bidder.
(5) Confirmation of Assigned Chief (Supervising) Engineer: After the successful bidder is determined, if a violation of the exclusivity rule for the assigned chief (supervising) engineer is confirmed through CORINS, etc., the contract may not be concluded. Except for cases approved as unavoidable due to various circumstances, replacement of the application form will not be permitted.
(6) For works requiring the assignment of an exclusive chief (supervising) engineer, if the contract is concluded at a price below the investigation standard price, the assignment of an engineer meeting equivalent requirements may be requested in addition to the exclusive chief (supervising) engineer (refer to the tender explanation document).
(7) Negotiation in Procedures: None.

(9) Intention to conclude a contract for other works directly related to this work by discretionary contract with the contractor of this work: None.

(12) Post-Contract VE Proposal: After the contract is signed, the contractor may propose to the contracting party changes to the design documents related to construction methods, etc., that can reduce the contract price without lowering the functions, performance, etc., of the work specified in the design documents. If the proposal is deemed appropriate, the design documents will be amended, and if deemed necessary, the contract price will be changed. Details are subject to special specifications, etc.
