(6) Bidding Method:
The bid amount shall include all costs required for delivery.
When determining the successful bidder, the successful bid price will be the amount written on the bid form plus 10% (fractions of less than 1 yen will be rounded down). Therefore, bidders shall write an amount equivalent to 100/110 of their estimated contract amount on the bid form, regardless of whether they are taxable or tax-exempt business operators for consumption tax.
2. Competitive Participation Qualifications
(1) Not fall under the provisions of Article 5 of the National Hospital Organization Contract Procedures Regulations (hereinafter referred to as "Contract Regulations"). However, minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion may fall under the provisions of "special reasons" in the said article.
(2) Not fall under the provisions of Article 6 of the Contract Regulations.
(3) Have a qualification for participating in tenders by the Ministry of Health, Labour and Welfare (Unified Qualification for All Ministries and Agencies) with a grade classification of "A, B, or C" in "Manufacturing of Goods" or "Sales of Goods" and possess competitive participation qualifications for the "Kanto-Koshinetsu" region. Applications for such competitive participation qualifications are accepted at any time at the application reception desk listed in the appendix of the official gazette dated March 31, Reiwa 8 (2026), Extra Edition No. 58.
(4) Meet the qualification requirements set by the Accounting Manager in accordance with the provisions of Article 4 of the Contract Regulations.

(3) Matters required of bidders:
Those wishing to participate in this open competitive bidding must submit a sealed bid form with documents proving their ability to deliver the items specified in this public notice by the bid receipt deadline. Bidders must respond to requests for explanation regarding the submitted documents from the Accounting Manager by the day before the bid opening.
(4) Invalid bids:
Bids submitted by persons who do not meet the competitive participation qualifications specified in this public notice, and bids submitted by those who have not fulfilled the obligations required of bidders, shall be deemed invalid.
(5) Requirement for contract document creation: Required.
(6) Method of determining the successful bidder:
The successful bidder shall be the bidder who submits a valid bid at the lowest price within the limit of the estimated price prepared in accordance with Article 21 of the Contract Regulations, and for whom the Accounting Manager has judged that the attached documents prove their ability to deliver the specified items. If there are two or more bidders who submit the same lowest bid, lots shall be drawn immediately to determine the successful bidder. In this case, if any of these bidders do not draw lots, a prefectural employee not involved in the bidding procedures shall draw lots on their behalf.

(6) Qualification for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
A. Not come under Article 5 of the Regulation concerning Contract for National Hospital Organization (NHO). Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause;
B. Not come under Article 6 of the Regulation concerning Contract for NHO;
C. Have Grade A, B, C in “Manufacturers of products” or “Sales of products” for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kanto-Koshinetsu Region;
D. Meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation;
