We hereby announce that a general competitive bidding will be conducted as follows, in accordance with the provisions of Article 16 of the Hiroshima Water Supply Enterprise Union Contract Regulations (Reiwa 5 Hiroshima Water Supply Enterprise Union Management Regulations No. 9).

2. Bid Participation Qualifications
In addition to the requirements listed in Common Matters 2, all of the following requirements must be met:

(2) Other:
- Persons who can perform the entire or a major part of the work related to this procurement without subcontracting or outsourcing to a third party.
- Persons who have their head office, branch office, or business office in Hiroshima Prefecture.
- Persons who have not had a contract terminated due to breach of contract or other reasons for the "52D Maintenance and Inspection of Electrical Equipment" services in contracts with the Water Supply Enterprise Union or Hiroshima Prefecture during the period from the day after the date two years prior to the announcement date to the bid opening date.

General Competitive Bidding (Pre-qualification Type) Announcement Common Matters [Goods, Contracts, and Services]
1. Bidding Method, etc.
(1) The bid form shall use the format specified by the Hiroshima Water Supply Enterprise Union (hereinafter referred to as "the Enterprise Union"), and the bidder shall fill in the necessary items such as the bid amount and sign and seal.
(2) When determining the successful bidder, the amount obtained by adding 10% of the bid amount to the amount written on the bid form (if there is a fraction of less than 1 yen in that amount, the fraction shall be rounded down) shall be the winning bid price. Therefore, bidders shall write the amount equivalent to 110/100 of the estimated contract amount on the bid form, regardless of whether they are taxable or exempt from consumption tax.
(3) For bids where the bid form is submitted within the bidding period and the bid opening is conducted on the bid opening date (hereinafter referred to as "period bidding"), the bid form must be submitted (must arrive by the deadline) by mail, etc. (mail or by general mail service provider or specific mail service provider as defined in Article 2, Paragraph 6 or 9 of the Act on Private Sector Mail Delivery Services (Act No. 99 of 2002), hereinafter the same) by the deadline specified in the announcement.
(4) Submission of bid forms by mail, etc., shall be limited to registered mail, simple registered mail, and services provided by general or specific mail service providers that are equivalent to these.
(5) In the case of period bidding, the bid form shall be placed in a standard envelope and sealed. The surface of the envelope shall indicate the name of the goods, contracts, or services, the date and time of bid opening, that the bid form is enclosed, and the trade name or name. Refer to the example of envelope notation for sealing and notation methods.
(6) No alteration, exchange, or withdrawal of submitted bid forms shall be permitted.
(7) The bid shall be deemed invalid in the following cases:
a. When a person who does not have the necessary qualifications to participate in the bid specified in the announcement has bid.
b. When the bid is a declaration of intent by a person with limited legal capacity that can be revoked.
c. When the bid violates the conditions related to bidding set by the contracting officer.
d. When a bidder has submitted two or more bids.
e. When a person acts as an agent for another person or bids on behalf of two or more persons.
f. When bidders have colluded to bid, or when other fraudulent acts have occurred during bidding.
g. When a bid is submitted without the required bid bond amount.
h. When a bid form is not signed and sealed, or when necessary information cannot be confirmed.
i. When a bid is submitted in a re-bid and that bid is the first one.
j. When a bid violates the notes on bidding.
(8) Bidders participating in this bid must submit a pledge letter stating that they have not engaged in any acts that violate laws and regulations.
(9) If confidential information related to the work is to be handled in electronic format, submit the "Application for Storage of Confidential Data, etc.".
2. Bid Participation Qualifications
Bidders wishing to participate in this bid (hereinafter referred to as "bid applicants") must meet all of the following requirements:
(1) Not falling under any of the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947; hereinafter referred to as "Enforcement Order").
(2) Not having been subject to designation exclusion by the Enterprise Union or Hiroshima Prefecture on any day between the announcement date and the bid opening date.
(3) For contract and service work, not being subject to the prohibition of participation in other bids stipulated in Article 11 of the "Administrative Procedures for Low-Bid Price Investigation System for Contracts and Services" (established February 1, Reiwa 5) on any day between the announcement date and the bid opening date.
3. Bid Participation Qualification Confirmation Application, etc.
(1) The cost required for preparing the Bid Participation Qualification Confirmation Application and necessary documents for bid participation qualifications (hereinafter referred to as "Bid Participation Qualification Confirmation Application, etc.") shall be borne by the bid applicant.
(2) Persons who make false statements in the Bid Participation Qualification Confirmation Application, etc., may be subject to designation exclusion measures.
(3) The Bid Participation Qualification Confirmation Application, etc., must be submitted by the deadline specified in Item 3, either in person, by mail, etc., or by email.
Submission by mail, etc., shall be in accordance with 1(4).
(4) Bid applicants must respond at their own expense if requested by the contracting officer to provide explanations regarding the Bid Participation Qualification Confirmation Application, etc.
4. Specifications, etc.
If there are any questions regarding the specifications and drawings (hereinafter referred to as "Specifications, etc."), submit them using the format for the "Question Form Regarding Specifications, etc." listed in Item 8, by the deadline specified in Item 3, either in person or by email.
5. Bid Execution (for cases other than period bidding)
(1) If an agent is bidding, a document proving the agency (hereinafter referred to as "Letter of Attorney") must be submitted prior to bidding. However, this does not apply if a Letter of Attorney with a validity period is submitted in advance and that validity period includes the bidding period.
(2) Withdrawal of bid during bid execution shall be made by submitting a "Bid Withdrawal Notification" or a bid form indicating such to the bid executor directly.
(3) Entry and exit from the bid room during bid execution shall be prohibited, except when deemed particularly necessary by the bid executor.
(4) Private conversations and remarks by bidders are prohibited during bid execution.
(5) Only persons necessary for bidding shall be allowed to enter the bid room.
6. Re-bidding
(1) If no successful bidder is found, a re-bid will be held. However, persons who submitted invalid bids cannot participate in the re-bid.
(2) Re-bidding shall not exceed 5 times.
7. Method of Determining the Successful Bidder
(1) The successful bidder shall be the person who submitted the lowest bid (highest bid in case of sale) within the limit of the estimated price determined in accordance with the provisions of Article 19 of the Hiroshima Water Supply Enterprise Union Contract Regulations.
(2) If there are two or more bidders who submitted the same lowest bid, the successful bidder shall be determined by lot among those bidders on the spot in accordance with the provisions of Article 167-9 of the Enforcement Order. If any of these bidders do not draw lots (including those not present at the bid opening), an official unrelated to the bidding procedures shall draw lots on their behalf.
8. Contract Conclusion
(1) The successful bidder shall sign and seal the contract document delivered by the contracting officer and submit it to the contracting officer within 5 days (excluding holidays of the Enterprise Union as defined in Article 2, Paragraph 1 of the Hiroshima Water Supply Enterprise Union Ordinance on Holidays (Reiwa 4 Hiroshima Water Supply Enterprise Union Ordinance No. 4)). However, this does not apply in cases of unavoidable circumstances.
(2) Two copies of the contract shall be prepared, and each party shall retain one copy.
