1. Procurement Details
(1) Procurement Goods and Quantity: Lease (Maintenance Lease) of One Official Vehicle for Himeji Civil Engineering Office
(2) Characteristics of Procurement Goods, etc.: The procurement goods shall have the characteristics, etc. specified by the contracting officer in the bidding documents.
(3) Lease Period: From Wednesday, September 1, 2027 to Thursday, August 31, 2034
(4) Delivery Location: Himeji Civil Engineering Office Fukusaki Branch Office (Details as per the vehicle delivery contact list)
(5) Bidding Method: Bidding will be conducted for the goods in (1) above. For the purpose of determining the successful bidder, the bid price will be the amount obtained by adding 10/100 of the bid amount to the bid amount (if there is a fraction of less than 1 yen, that fraction will be discarded). Therefore, bidders shall submit bids with an amount equivalent to 100/110 of their estimated contract desired amount (monthly), regardless of whether they are taxable or tax-exempt business operators for consumption tax and local consumption tax. This procurement will be conducted through the Hyogo Prefecture Goods Electronic Bidding Joint Operation System (hereinafter referred to as the "Electronic Bidding Joint Operation System") for bidding and opening procedures.
2. Qualifications for Participation in General Competitive Bidding
(1) As a qualified bidder for goods, the bidder must be registered in the Hyogo Prefecture (hereinafter referred to as "the Prefecture") list of qualified bidders for goods, or be certified as a qualified bidder for goods by the date of bid opening.
(2) The bidder must not be subject to qualification restrictions based on the Prefecture's criteria for restricting bidding participation as stipulated in Article 167-4 of the Local Autonomy Act (Order No. 16 of 1947).
(3) The bidder must not be subject to a suspension of bidding based on the Prefecture's criteria for suspension of bidding at the time of application deadline and the date of bidding for this procurement.
(4) The bidder must not have filed for commencement of corporate reorganization proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999).
(5) The bidder must have a business office within Hyogo Prefecture. Bidders who have not registered a business office within Hyogo Prefecture in the "Branches/Offices with which business is desired" section of the Prefecture's list of qualified bidders must submit a "Declaration Regarding Business Offices within Hyogo Prefecture" at the time of application.
3. Application for Bidding and Bidding Method, etc.
(1) Location for Inspection of Contract Terms, Location for Distribution of Bidding Documents, and Contact Information: 5-10-1 Shimoyamate-dori, Chuo-ku, Kobe-shi, Hyogo 650-8567, Bureau of Receipts and Disbursements, Goods Management Division, Hyogo Prefecture. Contact: Nakayama. Tel: (078) 341-7711 ext. 75784. FAX: (078) 362-3928.
(2) Application Period and Method: From Monday, August 3, 2026 to Friday, August 7, 2026 (excluding Prefecture holidays as defined in Article 2, Paragraph 1 of the Hyogo Prefecture Holiday Designation Ordinance (Ordinance No. 15 of 1989), hereinafter referred to as "Prefecture Holidays"), daily from 9:00 AM to 8:00 PM (until 4:00 PM on Friday, August 7, 2026). Applications must be made through the Electronic Bidding Joint Operation System.
(3) Period for Inspection of Contract Terms and Distribution of Bidding Documents: From Monday, August 3, 2026 to Friday, August 7, 2026 (excluding Prefecture Holidays), daily from 9:00 AM to 4:00 PM (excluding 12:00 PM to 1:00 PM).
(4) Date and Time and Location of Bid Opening: 11:20 AM on Friday, August 21, 2026, at the Bureau of Receipts and Disbursements, Goods Management Division.
(5) Bid Submission Period: Bids must be submitted electronically through the Electronic Bidding Joint Operation System from 5:00 PM on Wednesday, August 19, 2026, to 11:20 AM on Friday, August 21, 2026 (excluding Prefecture Holidays and from 8:00 PM to 9:00 AM the following day).
4. Specification Confirmation
(1) Bidders wishing to participate in this general competitive bidding must confirm the conformity of the goods to be bid on with the specifications as follows:
a. Acceptance Period: From Monday, August 3, 2026 to Friday, August 7, 2026 (excluding Prefecture Holidays), daily from 9:00 AM to 4:00 PM (excluding 12:00 PM to 1:00 PM for in-person submissions). For submissions via the Electronic Bidding Joint Operation System, submit daily from 9:00 AM to 8:00 PM (until 4:00 PM on Friday, August 7, 2026) (excluding Prefecture Holidays).
b. Acceptance Location: Same as 3(1) above.
c. Documents to Submit: "Specification Confirmation Application Form", catalogs, etc. that can confirm that the specifications are met.
d. Submission Method: Submit via the Electronic Bidding Joint Operation System, in person, or by FAX.
e. Confirmation Results: Bidders will be notified by 5:00 PM on Wednesday, August 19, 2026.
(2) Bidders must respond to any requests for explanation regarding the documents submitted in (1) c. above from the contracting officer by the day before the bid opening.
(3) Bidders must submit bids with amounts for goods approved in (1) e. above.
5. Other
(1) Language and Currency Used in Contract Procedures: Japanese and Japanese currency.
(2) Bid Bond: A bid bond of not less than 5/100 of the estimated contract amount (amount obtained by multiplying the estimated contract amount (bid amount plus consumption tax and local consumption tax) by the contract period of 84 months) must be submitted. However, the bid bond may be waived in the following cases:
a. When an insurance policy for bid bond insurance has been concluded with an insurance company, with the Prefecture as the insured, and the insurance certificate is submitted in lieu of the bid bond.
b. When it is determined that there is no risk of the bidder failing to conclude the contract, based on their track record of concluding and performing contracts with the national government (including public corporations and corporations), local governments, etc., their scale and condition of business, and other circumstances.
(3) Contract Deposit: A contract deposit of not less than 10/100 of the contract amount (amount obtained by multiplying the contract amount (bid amount plus consumption tax and local consumption tax) by the contract period of 84 months) must be submitted by the contract date. However, the contract deposit may be waived in cases such as when an insurance policy for performance guarantee insurance has been concluded with an insurance company, with the Prefecture as the insured, and the insurance certificate is submitted in lieu of the contract deposit, when a "Pledge Form (Pledge Form for Waiver of Contract Deposit)" is submitted, or when the contract amount (amount obtained by multiplying the contract amount (bid amount plus consumption tax and local consumption tax) by the contract period of 84 months) is 2 million yen or less.
(4) Conditions of Bidding:
a. Bids must be submitted electronically by the prescribed date and time.
b. If a bid bond is required, it must be submitted by the prescribed date and time.
c. Bids submitted by an agent representing multiple bidders or an agent representing another bidder in the same matter are not permitted.
d. Bids that are found to have been made through collusion or other fraudulent acts are not permitted.
e. Only those who participated in and submitted a valid bid in the initial bidding are eligible to participate in a re-bid.
(5) Invalid Bids: Bids submitted by persons who do not meet the general competitive bidding participation qualifications indicated in this public notice, bids for goods that do not meet the specifications, bids submitted with false information, and bids that violate the bidding conditions will be deemed invalid.
(6) Requirement for Contract Creation: Required.
(7) Method of Determining the Successful Bidder: The successful bidder will be the bidder who can deliver the goods specified in the bidding documents, as determined by the contracting officer, and who has submitted the lowest valid bid within the limit of the estimated price established in accordance with Article 85 of the Financial Regulations (Hyogo Prefecture Ordinance No. 31 of 1964).
(8) Other: Details are as per the bidding documents.
