Procurement details (1) Goods and quantity to be procured Lease of one official vehicle (maintenance lease) for Awaji Agricultural Technology Center (2) Specifications of goods to be procured The goods to be procured shall have the specifications specified by the contract administrator in the bid explanation document regarding the performance and specifications of the goods. (3) Lease period From March 1, Reiwa 9 (Monday) to February 28, Reiwa 16 (Tuesday) (4) Delivery location Awaji Agricultural Technology Center (details as per delivery contact list) (5) Bidding method Bids will be accepted for the goods in (1) above. When determining the successful bidder, the amount obtained by adding 10/100 of the bid amount to the bid amount (if there is a fraction of less than 1 yen, that fraction shall be rounded down) shall be the successful bid price. Therefore, bidders shall bid an amount equivalent to 100/110 of the estimated contract desired amount (monthly), regardless of whether they are taxable or tax-exempt business operators for consumption tax and local consumption tax. In addition, this matter will be conducted through bidding (hereinafter referred to as "electronic bidding") and bid opening procedures using the Hyogo Prefecture Goods Electronic Bidding Joint Operation System (hereinafter referred to as the "Electronic Bidding Joint Operation System"). 2. Eligibility for open competitive bidding (1) For goods, bidders shall be registered in the Hyogo Prefecture (hereinafter referred to as "the Prefecture") list of registered bidders for goods, or shall be certified as eligible bidders for goods by the bid opening date if not registered. (2) Bidders shall not be subject to eligibility restrictions based on the Prefecture's eligibility restriction standards for bidding, as stipulated in Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16 of 1947). (3) Bidders shall not be subject to a suspension of nomination based on the Prefecture's nomination suspension standards as of the deadline for application and the bid date for the procurement. (4) Bidders shall not have filed for commencement of rehabilitation proceedings under the Company Rehabilitation Act (Act No. 154 of 2002) or for commencement of reorganization proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999). (5) Bidders shall have a business office within Hyogo Prefecture. Bidders who have not registered a business office within Hyogo Prefecture in the "Branches/Offices with which business is desired" on the Prefecture's list of eligible bidders shall submit a "Declaration concerning business offices etc. within Hyogo Prefecture" at the time of application. 3. Applications shall be made through the Electronic Bidding Joint Operation System. (3) Period for showing contract terms and period for distributing bid explanation document: From September 7, Reiwa 8 (Monday) to September 11 (Friday) (excluding prefectural holidays), from 9:00 AM to 4:00 PM daily (excluding 12:00 PM to 1:00 PM). (4) Bid opening date and time and place: September 18, Reiwa 8 (Friday), 2:40 PM, Treasury Bureau, Goods Management Division (5) Bid submission period: Via electronic bidding, from 5:00 PM on September 16, Reiwa 8 (Wednesday) to 2:40 PM on September 18, Reiwa 8 (Friday) (excluding prefectural holidays and from 8:00 PM to 9:00 AM the following day). 4. Specification confirmation (1) Those who wish to participate in this open competitive bidding must confirm the conformity with the specifications of the goods to be bid on as follows. A. Acceptance period: From September 7, Reiwa 8 (Monday) to September 11 (Friday) (excluding prefectural holidays), from 9:00 AM to 4:00 PM daily (excluding 12:00 PM to 1:00 PM for in-person submissions). For submissions via the Electronic Bidding Joint Operation System, submit between 9:00 AM and 8:00 PM daily from September 7, Reiwa 8 (Monday) to September 11 (Friday) (excluding prefectural holidays) (until 4:00 PM on September 11, Reiwa 8 (Friday)). B. Acceptance location: Same as 3 (1) above. C. Documents to submit: "Specification Confirmation Application Form", catalog etc. that confirms that specifications are met. D. Submission method: Submit via the Electronic Bidding Joint Operation System, in person, or by FAX. E. Confirmation results: Notified to bidders by 5:00 PM on September 16, Reiwa 8 (Wednesday). (2) Bidders shall respond to any requests for explanation regarding the documents submitted in (1) C above from the contract administrator within the day before the bid opening date. (3) Bidders shall bid at the price for goods approved in (1) E above. 5. Other (1) Language and currency to be used in contract procedures: Japanese and Japanese currency. (2) Bid bond: A bid bond of not less than 5/100 of the contract desired amount (the amount obtained by multiplying the contract period of 84 months by the amount obtained by adding the consumption tax and local consumption tax equivalent to the bid amount) must be submitted. However, the bid bond may be waived in the following cases: A. When an insurance company has concluded a bid bond insurance contract with the Prefecture as the insured and the insurance certificate is submitted in lieu of the bid bond. B. When it is determined that there is no possibility that the contractor will not conclude the contract, based on the track record of concluding and performing contracts with the national government (including public corporations and public enterprises), local governments, etc., the scale and condition of management, and other circumstances. (3) Contract deposit: A contract deposit of not less than 10/100 of the contract amount (the amount obtained by multiplying the amount obtained by adding the consumption tax and local consumption tax equivalent to the bid amount by the contract period of 84 months) must be paid by the contract signing date. However, the contract deposit may be waived in cases such as submitting an insurance certificate in lieu of the contract deposit by concluding a performance guarantee insurance contract with an insurance company with the Prefecture as the insured, submitting a "Pledge (Pledge regarding waiver of contract deposit)", or when the contract amount (the amount obtained by multiplying the amount obtained by adding the consumption tax and local consumption tax equivalent to the bid amount by the contract period of 84 months) is 2 million yen or less. (4) Conditions for bidding: A. Bids shall be submitted electronically by the prescribed date and time. B. If a bid bond is required, it must be paid by the prescribed date and time. C. Bids shall not be submitted by an agent who also represents another bidder or who has represented two or more bidders in the same matter. D. Bids shall not be made through collusion or other fraudulent acts. E. Those who participated in the initial bid and submitted a valid bid shall be eligible to participate in a re-bid. (5) Invalid bids: Bids submitted by persons who do not have the eligibility for open competitive bidding stated in this announcement, bids for goods that do not meet the specifications, bids submitted by persons who have made false statements in their submitted documents, and bids that violate the bidding conditions shall be deemed invalid. (6) Requirement for contract creation: Required. (7) Method of determining the successful bidder: The successful bidder shall be the bidder who can deliver the goods specified in the bid explanation document, as determined by the contract administrator, and who has submitted the lowest valid bid within the limit of the estimated price prepared in accordance with the provisions of Article 85 of the Financial Regulations (Hyogo Prefecture Ordinance No. 31 of 1964). (8) Other: Details shall be as per the bid explanation document.
