August 3, Reiwa 8 (2026) Contract Manager: Governor of Hyogo Prefecture, Hajime Saito 1. Procurement Details (1) Procurement Goods and Quantity: Lease (maintenance lease) of one official vehicle for the Hyogo Prefectural Museum of Art (2) Characteristics of Procurement Goods, etc.: The procurement goods shall have the characteristics, etc., specified by the contracting authority in the tender explanation document regarding the performance of the procurement goods. (3) Lease Period: From March 15, Reiwa 9 (2027) (Monday) to March 14, Reiwa 16 (2034) (Tuesday) (4) Delivery Location: Hyogo Prefectural Museum of Art (details as per delivery location contact form) (5) Bidding Method: Bidding will be conducted for the goods in (1) above. For the purpose of determining the successful bidder, the bid price plus an amount equivalent to 10/100 of the bid price (if there are fractions of less than 1 yen, such fractions shall be discarded) shall be the successful bid price. Therefore, bidders shall bid with an amount equivalent to 100/110 of the estimated contract desired price (monthly), regardless of whether they are taxable or exempt from consumption tax and local consumption tax. 2. Qualifications for General Competitive Bidding (1) Goods-related Bidding Participants: Must be registered in the Hyogo Prefecture (hereinafter referred to as the "Prefecture") list of registered goods-related bidding participants, or be certified as a goods-related bidding participant by the bid opening date. (2) Not subject to qualification restrictions based on the Prefecture's bidding qualification restriction standards stipulated in Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16 of 1947). (3) Not subject to a bid suspension based on the Prefecture's bid suspension standards at the time of application deadline and bid date for this procurement. (4) Not having filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law (Law No. 154 of 2002) or commencement of reorganization proceedings under the Civil Reorganization Law (Law No. 225 of 1999). 3. Bid Opening Date and Time and Location: August 21, Reiwa 8 (2026) (Friday) at 3:00 PM, Hyogo Prefectural Government Building No. 3, 8th Floor, Bidding Room. d. Bid Submission Deadline: Submit bid directly to the location and time specified in c above. However, bids submitted by mail or by mail service providers as defined in Article 2, Paragraph 6 or 9 of the Law Concerning the Delivery of Mail by Private Business Operators (Law No. 99 of 2002) (hereinafter referred to as "Mail Service") must arrive at the location specified in a above by 5:00 PM on August 20, Reiwa 8 (Thursday). (2) Electronic Bidding: Bidding and bid opening procedures will be conducted using the Hyogo Prefecture Electronic Bidding Joint Operation System (hereinafter referred to as the "Electronic Bidding System"). In this case, the following applies: a. Application Period: From August 3, Reiwa 8 (2026) (Monday) to August 7, Reiwa 8 (2026) (Friday) (excluding Prefecture Holidays), from 9:00 AM to 8:00 PM (however, until 4:00 PM on August 7 (Friday)). b. Bidding Period: From August 19, Reiwa 8 (2026) (Wednesday) at 5:00 PM to August 21, Reiwa 8 (2026) (Friday) at 3:00 PM (excluding Prefecture Holidays). c. Bid Opening Date and Time and Location: Same as (1)c above. 4. Specification Confirmation (1) Those wishing to participate in this general competitive bidding must confirm the conformity of the goods to be bid on with the specifications as follows: a. Acceptance Period: Submit between August 3, Reiwa 8 (2026) (Monday) and August 7, Reiwa 8 (2026) (Friday) (excluding Prefecture Holidays for in-person submissions), daily from 9:00 AM to 4:00 PM (excluding 12:00 PM to 1:00 PM for in-person submissions). For submissions via the Electronic Bidding System, submit between August 3, Reiwa 8 (2026) (Monday) and August 7, Reiwa 8 (2026) (Friday) (excluding Prefecture Holidays), daily from 9:00 AM to 8:00 PM (until 4:00 PM on August 7, Reiwa 8 (Friday)). b. Acceptance Location: Same as 3(1) above. c. Documents to Submit: (a) Specification Confirmation Application Form (b) Catalog, etc., that confirms compliance with specifications. d. Submission Method: Submit via the Electronic Bidding System, in person, or by FAX. e. Confirmation Results: Notified to bidders by August 19, Reiwa 8 (2026) (Wednesday) at 5:00 PM. (2) Bidders shall respond to requests for explanation regarding the documents submitted in (1)c above from the contracting authority by the day before the bid opening. (3) Bidders shall bid with the amount for goods approved in (1)e above. 5. Other (1) Language and Currency Used in Contract Procedures: Japanese and Japanese Yen. (2) Bid Bond: A bid bond of not less than 5/100 of the desired contract amount (amount obtained by multiplying the bid amount by 1.10 and then by the contract period of 84 months) must be submitted. However, the bid bond payment may be waived in the following cases: a. When an bid bond insurance contract with the Prefecture as the insured has been concluded with an insurance company, and the insurance certificate is submitted in lieu of the bid bond. b. When it is recognized that there is no possibility of the bidder not concluding the contract, based on the track record of concluding and performing contracts with the national government (including public corporations and commissions), local governments, etc., the scale and condition of business, and other circumstances. (3) Contract Guarantee: A contract guarantee of not less than 10/100 of the contract amount (amount obtained by multiplying the bid amount by 1.10 and then by the contract period of 84 months) must be submitted by the contract conclusion date. However, the contract guarantee may be waived when an performance guarantee insurance contract with the Prefecture as the insured is concluded with an insurance company and the insurance certificate is submitted in lieu of the contract guarantee, when a "Pledge Form (Pledge Form for Waiver of Contract Guarantee)" is submitted, or when the contract amount (amount obtained by multiplying the bid amount by 1.10 and then by the contract period of 84 months) is 2 million yen or less. (4) Conditions of Bidding: a. Bids must be submitted in person, by mail, etc., or electronically by the prescribed date and time and location. b. If a bid bond is required, it must be paid by the prescribed date and time. c. Bids submitted by the bidder or their agent for the same matter more than once are not permitted. d. Bids submitted by a person acting as an agent for another bidder in the same matter, or by a person acting as an agent for two or more bidders, are not permitted. e. Bids made through collusion or other fraudulent acts are invalid. f. The bid must clearly state the bid amount and the bidder's name, and the bid amount must be clear. If an agent is bidding, the agent's name must be on the bid form (excluding electronic bids). g. If an agent is bidding, a power of attorney must be submitted to the bid executor before the bid opening. For electronic bids, only pre-approved agents are permitted. h. The bid amount stated in the bid form must not be corrected (excluding electronic bids). i. Those who can participate in re-bidding are as follows: (a) Those who participated in the initial bidding and submitted a valid bid. (b) Among bidders whose bids were invalidated in the initial bidding due to violations of items a to h above, those other than those invalidated due to violations of items a, e, or o. (5) Invalid Bids: Bids submitted by persons who do not have the general competitive bidding qualifications indicated in this announcement, bids for goods that do not meet the specifications, bids with false information in the submitted documents, and bids that violate the bidding conditions are invalid. (6) Requirement for Contract Creation: Required. (7) Method of Determining Successful Bidder: The successful bidder will be the bidder who can supply the goods specified in the tender explanation document, as determined by the contracting authority, and who has submitted the lowest valid bid within the limit of the estimated price prepared in accordance with Article 85 of the Financial Regulations (Hyogo Prefecture Ordinance No. 31 of 1964).
