We will conduct a public tender (post-qualification method) as follows, and hereby announce it in accordance with the provisions of Article 4 of the Kure City Contract Regulations (1964 Kure City Regulations No. 50) (hereinafter referred to as the "Contract Regulations") and Article 4 of the Kure City Waterworks and Sewerage Bureau Contract Regulations (2013 Kure City Waterworks and Sewerage Bureau Regulations No. 8), which are applied mutatis mutandis.
This is an electronic bidding case where procedures up to the opening of bids will be conducted using the electronic bidding system jointly operated by local governments in Hiroshima Prefecture (hereinafter referred to as the "Electronic Bidding System"). The Kure City Electronic Bidding Implementation Guidelines apply to the handling of this matter. Furthermore, this is a bundled bid where competitive tenders for construction contracts ordered by Kure City and the Kure City Waterworks and Sewerage Bureau are conducted as a single case, so the Kure City Construction Bundled Bidding Implementation Guidelines apply.

1. Must meet the common requirements for public tenders (post-qualification method) of Kure City.
2. Must be registered in the Reiwa 7/8 Kure City Construction Tender Participant Qualification List with a grade of A for Civil Engineering (General) Construction.
3. Must be a local contractor (a company with its main business office within Kure City for construction permits) or a quasi-local contractor (a company with a business office within Kure City as defined by Article 3, Paragraph 1 of the Construction Business Act). However, quasi-local contractors must have a comprehensive rating (P) of 1,040 points or more from the business performance review at the time of application for Reiwa 7/8 qualification.
4. Must hold a specific construction industry permit under Article 15 of the Construction Business Act for Civil Engineering (General) Construction.
5. Must be able to assign a supervising engineer (a person who has had a direct and continuous employment relationship with the affiliated construction company for 3 months or more prior to the bid opening date) exclusively for Civil Engineering (General) Construction.
6. For the site supervisor, a person with a direct employment relationship with the affiliated construction company must be assigned.
7. The annual average completed construction value for Civil Engineering (General) Construction (as stated in the business performance review comprehensive rating notice issued at the time of application for Reiwa 7/8 qualification or later) must be equal to or greater than the estimated price of the construction.
