Published by Ministry of Planning, Statistics and Informatics Division. Procuring Entity: Project Director, Statistical Capacity Enhancement and Modernization Project (SCEMP). (1) Junior Financial Management Specialist
The Junior Financial Management Specialist will undertake the following tasks:
a. Financial Systems Management – Establish and maintain in collaboration with the FMS for a robust financial management system, align the chart of accounts with GoB and World Bank standards, and integrate budgeting with accounting systems.
b. Budgeting and Fund Management – Assist in preparing budgets as per guidance form the FMS, ensure timely fund disbursement.
c. Accounting and Reporting – Review payments for compliance, prepare financial reports and statements, and support audit documentation.
d. Audit and Compliance – Work with auditors to ensure adherence to financial regulations, review audit findings, and strengthen internal controls.
e. Procurement and Payments – Support procurement activities, process payments, and reconcile financial transactions.
f. Asset and Expenditure Monitoring – Maintain fixed asset records, conduct field visits, and monitor financial progress.
g. Other Duties – Perform additional tasks as assigned by the Project Director.
(2) Junior Procurement Specialist:
The Junior Procurement Specialist will undertake the following tasks:
a) Procurement Planning and Implementation – Develop, update, and execute the Procurement Plan, detailing procurement methods, timelines, and budget allocations, in coordination with project stakeholders.
b) Bidding and Contracting – Prepare and manage bidding documents, Requests for Proposals (RFPs), and tender notices, ensuring full compliance with World Bank and GoB procurement guidelines. Oversee the entire bidding process, from advertisement to bid opening and evaluation.
c) Evaluation and Contract Award – Lead bid evaluation committees, prepare evaluation reports, seek necessary approvals, and obtain World Bank no-objection where required. Facilitate contract negotiations and drafting for goods, works, and consultancy services.
d) Contract Administration and Monitoring – Track contract execution and compliance, verify payment documents, and ensure timely delivery of goods and services. Maintain a procurement monitoring system to track schedules and performance.
e) Compliance and Documentation – Support the Procurement Specialist to ensure proper filing, record-keeping, and audit readiness for all procurement activities. Handle procurement-related complaints, prepare responses, and report issues to the World Bank and relevant authorities. Publish contract award information in accordance with GoB and World Bank requirements.
f) Other Duties – Support the Project Director and the Procurement Specialist in procurement-related activities and perform any additional tasks necessary to ensure the smooth implementation of the procurement function. (i) Qualification
? At least a second-class master’s degree in accounting, Business Administration, Finance, or related subject.
(ii) Experience
a) Minimum of 05 years of post-qualification experience in financial management
b) Experience in managing contract payments, fund disbursements, and financial reporting in Government and Development Partners funded projects.
c) Having working experience in preparation of IUFR and Withdrawal applications and submission to world bank through client connection.
d) Having adequate knowledge and experience in Integrated Budgetary and Accounting System (IBAS++);
e) Strong organizational and planning skills, with the ability to work independently and under pressure.
f) Ability to develop a chart of accounts and manage financial reporting systems.
g) Fluent in Bengali and English (spoken and written).
h) Proficiency in Microsoft Office and financial software systems.
(2) Junior Procurement Specialist:
(i) Qualification
• B.Sc. in Engineering or master’s degree (at least second-class) in Business Administration, Law, or Procurement.
(ii) Experience
a) Minimum 3 years of procurement experience in government, semi-government institutions, or donor-funded projects.
b) Expertise in World Bank procurement regulations and GoB Public Procurement Act and Rules will get preference.
c) Proven experience in bidding processes, contract management, and procurement issue resolution.
d) Strong analytical and problem-solving skills with the ability to manage procurement risks.
e) Proficiency in Microsoft Office and procurement software.
f) Excellent communication skills in Bengali and English, both written and verbal.
g) Ability to work independently and collaboratively in a team environment.
