1 - Central region

The task of the successful bidder based on the Framework Agreement to be concluded is: - to operate substitute buses according to the schedule, to ensure passenger transport services; and - to provide buses at the railway stations on the railway lines listed in the technical description for the period specified by the Contracting Authority, and to provide buses, which may be used as substitute buses at any time to ensure passenger transport services. The subject of part 1 of the public procurement procedure covers substitute bus tasks on public roads along the railway lines specified in the annex to the technical description, which forms part of the procurement documents, in the Central region of Hungary (as recorded in cell BT-728). The task of the successful bidder, based on the Framework Agreement concluded, is to provide and/or deploy buses of the type and seating capacity specified in the individual contract awarded, to handle passenger boarding, baggage handling, to perform passenger transport tasks, to carry out the necessary administration, to manage individual on-site customer requests and to perform other tasks detailed in the technical description in compliance with legal frameworks. The expected number of buses to be used simultaneously at maximum for part 1 is: - for buses of solo design, belonging to M3/II or M3/III class, with at least 45 seats, and with functioning heating and cooling equipment (capable of maintaining the temperatures specified in the technical description) and at least two remotely operated doors, with at least EURO V environmental classification: 25 units, and - for buses of solo design, belonging to M3/B class, with at least 18 and at most 44 seats, and with functioning heating and cooling equipment (capable of maintaining the temperatures specified in the technical description) and at least one remotely operated door, with at least EURO V environmental classification: 1 unit. The Contracting Authority stipulates that it may also request the fulfillment of procurement needs exceeding the specified maximum number of buses to be used simultaneously, based on the Framework Agreement to be concluded as a result of this procurement, under the same conditions as stipulated in the Framework Agreement and during its term. In this case, the economic operator party to the Framework Agreement has no obligation to submit a bid, conclude a contract, or perform services beyond the predetermined preliminary bus requirement. The Contracting Authority draws the attention of the Economic Operators that the provision of the service procured within the scope of the individual procurement need indicated in the present public procurement procedure does not cover continuous calendar employment, but rather services that are spatially and temporally unpredictable, periodically recurring, individually varying in shorter or longer terms, and with different technical requirements. The specified bus requirement covers the services with the highest bus demand expected during the term of the Framework Agreement. The expected distance to be covered during the term of the Framework Agreement is: 389,224 km (of which 345,234 km for buses meeting suitability requirement M.2.1/, and 42,990 km for buses meeting suitability requirement M.2.2/), for which the Contracting Authority does not undertake any commitment. The expected availability time during the term of the Framework Agreement is: 16,534 hours, for which the Contracting Authority does not undertake any commitment. Considering the unpredictability of the Contracting Authority's procurement needs in terms of time and quantity, the Contracting Authority can only estimate the magnitude of the individual contracts expected under the Framework Agreement.
