We hereby announce that an open competition tender by electronic bidding for the renovation construction supervision services for Suita City Suikuro Nursery School and one other facility will be conducted as follows, in accordance with the provisions of Article 167-6 of the Local Autonomy Act Enforcement Order (Cabinet Order No. 16 of 1947).

Service Location: (1) Suita City Suikuro Nursery School, 40-31 Minami-seiwaen-cho, Suita City (2) Suita City Chisenzo Nursery School, 1-12-1 Senri-yamate, Suita City 3. Performance Period: August 7, Reiwa 8 (2026) to February 12, Reiwa 9 (2027) *The start of the performance period shall be the scheduled contract date.
4. Service Type: Architectural Design (Construction Supervision Services) 5. Service Outline: (1) Supervision services for the renovation construction of Suita City Suikuro Nursery School, 1 set. (2) Supervision services for the renovation construction of Suita City Chisenzo Nursery School, 1 set. 6. Estimated Price: 7,322,000 yen (excluding tax). 7. Minimum Limit Price: To be announced after the fact.
8. Number of Bids: 1. 9. Bid Security: Exempted in accordance with the provisions of Article 98 of the Suita City Financial Regulations.
10. Contract Security: 10% or more of the contract amount. *Please make necessary preparations for contract security to be valid on the scheduled contract date.
11. Payment Terms: (1) No advance payment. (2) No partial payment. 12. Bid Participation Qualifications: All of the following requirements must be met.
(1) All qualification requirements specified in the Suita City Limited Open Competition Tender Common Tender Explanation (hereinafter referred to as "Common Tender Explanation").
(2) Must be registered in Suita City's list of qualified bidders (hereinafter referred to as "Qualified Bidders List") in the "Design Supervision, Geological Survey, Survey, etc. Services" division, and must be a local business (meaning a business registered with its head office in Suita City) or a quasi-local business (meaning a business registered with a branch office in Suita City), and the desired service type must be the same as this project. If registered as any other type of business, the first priority of desired service types must be the same as this project.
(3) Must have been registered in the City's Qualified Bidders List (Design Supervision, Geological Survey, Survey, etc. Services division) for more than one year as of the announcement date. OR, must have experience in performing construction supervision services as the prime contractor for renovation of buildings with a floor area of 731 sq. m. or more (the renovated area must be 731 sq. m. or more) for public institutions (completion and handover must be completed from Reiwa 28 (2016) to the Final Acceptance Date).
(6) Must be able to assign a management technician who is directly employed and meets the following criteria (employed for 3 months or more prior to the Final Acceptance Date. Personnel seconded from other companies or dispatched workers are not permitted). a. Has experience in projects equivalent to those in (5). (Can be a different project from the business experience in (5)). b. Must be a Class 1 architect under the Architects Act with 3 or more years of practical experience after obtaining the qualification.
(7) Must be able to assign one or more architectural technicians with a Class 1 or Class 2 architect qualification.
(8) Must be able to assign one or more technicians for electrical and mechanical equipment.
(9) The number of bids won (including successful bid candidates) in the same type of service as this project announced by Suita City (Contract and Inspection Office) during Reiwa 8 (2026) fiscal year must be less than 3 at the time of determining the successful bid candidate for this project.
(10) Concurrent assignment of the management technician and the assigned technician, or concurrent assignment between assigned technicians, is permitted if qualifications and experience are met. Furthermore, if continuous on-site supervision is required for each assigned technician, the necessary number of personnel must be assigned, except when the management technician is concurrently assigned.
13. Invalid Bids: Bids submitted by those who do not meet the bid participation qualifications specified in the preceding paragraph or who have made false applications shall be invalid. Furthermore, bids submitted by those who have been confirmed as having bid participation qualifications by the City but no longer meet the qualifications at the time of bidding shall be invalid.
