Therefore, we are seeking proposals for the planning and production of the "Setagaya version of regional comprehensive care 10-year retrospective booklet" from businesses that can accurately grasp the purpose of this project and communicate effectively and accessibly to a wide range of citizens. 3 Project commissioned work details As per Attached Document 1 The specifications at the time of contract may be changed based on the adopted plan proposal 4 Performance period From Thursday, July 16, 2026 to Wednesday, March 31, 2027 (scheduled) 5 Commissioned work fee limit for fiscal year 2026 13,000,000 yen (including tax) 6 Specific reasons for adopting the proposal method This work aims to convey the concept and specific initiatives of regional comprehensive care to citizens in an easy-to-understand manner, promote understanding, and foster a sense of mutual support within the community. Furthermore, the magazine shall target the middle-aged demographic as its main readership, with a printed circulation (average circulation per issue) of 30,000 or more, certified by printing in 2025. (2) Business implementation policy and self-promotion (approx. 1 page) The format is free, but the editing policy, company strengths, and production schedule should be described. (3) Proposal regarding work content (within 20 pages) The format is free, but the following points should be considered in the proposal. ① Requirements for the overall content of the commissioned work - When using data, use data published by public institutions such as the national government, Tokyo Metropolitan Government, or Setagaya Ward, as a general rule. ② Overall content structure and reasons for the proposed structure Refer to "3. Project commissioned work details" above, and make the overall content structure clear. Also, the total amount, consumption tax, etc., should be clearly stated. 14 Evaluation criteria for identifying proposals (1) Matters related to the implementation system Organizational strength for smooth project execution, ability to respond to ward's requests, flexibility to review the system as needed, etc. (2) Business implementation policy and self-promotion Whether the business understanding is high, advantages in performing this work, accuracy of the schedule, etc. (3) Proposal regarding work content ① Overall production concept and planning proposal Whether the overall concept and planning proposal are in line with the purpose of this project, whether the feasibility is appropriate, and whether effective communication methods are proposed. ② Editing and expression method proposal Whether the content structure is attractive, utilizing magazine-like editing methods and expressions, taking into account the purpose of this project and the target readership. Also, whether the proposal is expected to lead to effective information dissemination, such as interviewing methods, expression methods, originality, and specificity. ③ Specifications of booklets, etc. Whether the methods are in line with the purpose of this project and the overall production concept, and contribute to effective communication of appeal. (4) Quotation Appropriateness of quoted amount and content 15 Proposal review method (1) Selection policy The Selection Committee will conduct a documentary review of the work proposals based on the "Evaluation Criteria for Identifying Proposals" (Attached Document 2). (2) Schedule The documentary review is scheduled to be conducted in late June. 16 Notification date and method of selection results The results of the review will be notified by mail or email by early July 2026 (scheduled). The ward may also publicize the names of the selected businesses and the review results. 5/5 17 Other (1) Contract procedures will be carried out with the selected candidate contractor. The selected candidate contractor is the one selected as the optimal contracting party as a result of the review of this proposal, and a contractual relationship with the client does not arise until the contract procedures are completed in accordance with the Setagaya Ward Contract Administration Regulations (Setagaya Ward Ordinance No. 4 of 1964). (2) This proposal is for the purpose of selecting a candidate contractor, and Setagaya Ward is not bound by the content of the selected proposal.
