Bid Participation Qualification Requirements (1) Persons who have obtained permission for civil engineering works under Article 3, Paragraph 1 of the Construction Industry Act (Act No. 100 of 1949), are registered in the Gero City Construction Work Bid Participant Qualification Register, and have a comprehensive evaluation score of 650 points or more for civil engineering works in the latest management performance review results. (2) Have construction experience of civil engineering works ordered by the national government, prefectures, or Gero City, as the prime or subcontractor, with a work cost (including consumption tax and local consumption tax) of ¥5,000,000 or more. (In the case of experience as a member of a joint venture, limited to those with an investment ratio of 20% or more.) (3) Have a head office located within Gero City and registered in the Gero City Construction Work Bid Participant Qualification Register. (4) Be registered as a user in the electronic bidding system by the day before the deadline for submitting the bid participation application, and be able to participate in bidding through the electronic bidding system. (5) Be able to assign a chief (supervisory) engineer and site supervisor as stipulated in Article 26 of the Construction Industry Act. (Concurrent assignment possible) The chief (supervisory) engineer must have been employed for 3 months or more prior to the date of application for confirmation of bid participation qualifications. (6) Not be within the period of bid participation qualification suspension based on the provisions of the Gero City Construction Work Contract Bid Participation Qualification Suspension Measures Manual from the deadline for submitting the bid participation application to the bid date. Invalid Bids: (1) Bids submitted by persons who do not have the necessary qualifications to participate in the bid as indicated in this announcement, or who have submitted false applications, shall be deemed invalid. Furthermore, bids submitted by persons who have been granted bid participation qualifications but are subsequently suspended by the city and are within the suspension period at the time of bidding, or who have lost the qualifications listed in 2 at the time of bidding, shall be deemed invalid. (2) Bids shall be deemed invalid if there are discrepancies between the bid form and the construction cost breakdown, or if the construction cost breakdown is incomplete. 10. Matters Concerning Suspension of Bidding or Bid Opening and Resulting Damages: If bidding or bid opening cannot be conducted due to natural disasters or other unavoidable reasons, it will be suspended. Damages in this case shall be borne by the bidder. 11. Matters Concerning Invalidity of Successful Bid: If the successful bidder does not conclude the contract within one week from the date of notification of the successful bid, the successful bid shall be invalid. 12. Other: (1) If information regarding bid rigging is received, it may be publicly disclosed regardless of whether bid rigging has occurred. (2) If the bid opening results are as indicated by the bid rigging information, the contract may not be concluded regardless of whether bid rigging has occurred.
