5) CONSTRUCTION PERIOD: From the day after the contract is concluded until March 18, Reiwa 9
6) WORK CATEGORY: Renovation work, all work, and all other work specified in the special specifications and design documents.
7) INQUIRIES/RESPONSES: Inquiries and responses regarding doubts about the design documents shall be made in writing (attached documents).

INQUIRY DEADLINE: Wednesday, August 19, Reiwa 8, noon.
RESPONSE DATE: Thursday, August 20, Reiwa 8.
RESPONSE METHOD: Responses will be sent via email/fax to all notified contractors.
8) PROGRESS MEETING: Once or more per week. (Each contractor shall prepare a weekly progress schedule and attend the progress meeting.)
9) ON-SITE PERSONNEL: The following personnel must be stationed on site.
a) Site Manager: As per construction contract (1 person)
b) Supervising Engineer, Chief Engineer: According to the Building Industry Act, and must have qualifications as a Class 1 or 2 Architect or Class 1 or 2 Construction Management Engineer, with 5 or more years of practical experience after graduating from high school (including former vocational high schools), or 3 or more years of practical experience after graduating from university or college of technology (including former vocational colleges), and have studied subjects designated by the Minister of Land, Infrastructure, Transport and Tourism during their studies. Those recognized by the Minister of Land, Infrastructure, Transport and Tourism as equivalent or superior to the above.
c) Specialized Engineer: Must be able to thoroughly read the design documents and create construction drawings and provide construction management and guidance.
d) Site Safety Manager: According to relevant laws and regulations.

10) SAFETY MEASURES (Within the construction site and related areas)
The construction traffic routes shall be as shown in the design drawings, but thorough consultation with the supervisor and relevant organizations shall be conducted before construction. Sufficient attention shall be paid to safety and health management within the site and surrounding areas. In addition to relevant laws and regulations, sufficient safety measures shall be taken in accordance with the current situation. If instructions are received from construction personnel or third parties, they shall be dealt with immediately. Traffic guidance shall be provided when construction vehicles enter and exit.
11) POLLUTION PREVENTION
1. Take all necessary measures to prevent pollution.
2. During rainfall, if there is exposed ground, cover it immediately with blue sheets, etc.
3. During building demolition, water shall be sprayed and covered with sheets, etc., to prevent dust from scattering.
12) RELEVANT LAWS
Compliance with the "Act on the Recycling of Materials in Construction Work" (Construction Recycling Act) and the "Waste Management and Public Cleansing Act" (Waste Management Act), or the Ordinance on Prevention of Disorders due to Specified Chemical Substances, etc. Construction waste generated from this work shall be processed at a proper facility permitted by Okinawa Prefecture based on the Waste Management Act. Temporary storage outside the site is generally prohibited. For demolition work, notification under Article 5 of the Industrial Safety and Health Act shall be made.
13) PREVENTION OF SOILING OF PUBLIC ROADS AND COMMUNITY FACILITIES
Take all necessary measures to prevent soiling of public roads and community facilities, and deal with any unforeseen events immediately.
14) VARIOUS SIGNBOARDS
Install the following signboards at various locations inside and outside the site:
◆ Safety signs ◆ Traffic signs ◆ Other signs as instructed.
15) CONSTRUCTION SIGNBOARD
Made of plywood, white background, gothic font, indicating relevant contractors.
16) PROCEDURES WITH GOVERNMENT OFFICES
All necessary procedures with government offices for this work shall be coordinated in advance and carried out without delay.
17) MATERIAL TESTING
Submit test reports for various materials to the construction supervisor promptly.
18) INSPECTION
When undergoing inspection, clearly state the content (category, date and time) of the inspection in advance, and the inspection shall only be conducted in the presence of the self-supervising manager (site manager, chief engineer). Even if the inspection is passed, the contractor remains responsible for "defects". *Self-supervising manager's inspection must be completed beforehand.
19) CONSTRUCTION PHOTOS
a) For parts where the construction object is not visible or difficult to see (underground structures, rebar, etc.), construction photos shall be used as a basis for confirming the progress and for judgment during inspection. Therefore, thorough quality control and clear, appealing photo management are required.
b) All process photos shall be in color, and the "before" and "after" completion photos shall also be in color.
c) Construction photos shall be submitted to the supervisor monthly, attached to the daily construction report.

20) APPLICATION
All matters listed in these special specifications shall apply to this work, and the costs, maintenance costs, inspection costs, and various expenses related thereto shall be covered within the contract amount. This work is generally carried out according to these guidelines, special specifications, and drawings. However, anything that is naturally necessary for construction and stipulated by laws and regulations, even if not explicitly stated, shall be carried out within the contract amount.
21) APPROVAL
1. No post-completion processing will be accepted. Requests for approval shall clearly state the content of the approval in advance, and shall be submitted stating that it conforms to the specifications or drawings. If intentional falsification is revealed, the approval shall be void even after it has been granted.
2. All approval matters must be processed by the middle of the construction period. All related documents for approval shall be submitted bound in A4 size.
22) DESIGN CHANGES
1. Design changes shall be made at the design unit price based on the design breakdown and quantities.
23) COMPLETION DOCUMENTS
1. Upon completion of the work, the contractor shall deliver the following items with the approval of the supervisor.
(1) As-built drawings (folded, A1 size) ... 2 copies
(2) As-built drawings (folded, A3 size) ... 2 copies
(3) Completion data (as-built drawings, construction photos, etc.) ... 2 copies in cases
(4) Construction documents shall be submitted in storage boxes.
(5) Other items as instructed by the supervisor.
24) OTHER
1. Subcontracting shall be attempted with local contractors (those with their main business office in Nago City). However, if this is difficult, efforts shall be made to select contractors from the northern region, followed by contractors from within the prefecture.
2. As this site is within the grounds of Yagachi Elementary School, work shall be carried out with consideration for the safety of facility users (teachers, parents, etc.) during loading and unloading.
3. Regarding the Construction Recycling Act, if notification is required by the Recycling Act, apply 7 days before commencement.
4. Use of Prefectural Products: For materials used in this work, if materials produced or manufactured in the prefecture are appropriate in terms of specifications, quality, and price, they shall be given priority.
5. The month for adopting design prices shall be July Reiwa 8 for maintenance prices and July Reiwa 8 for market prices.
6. Regarding construction, as facility users (teachers, parents, etc.) are using the facility on weekdays, noisy work shall be carried out during periods that do not affect the school. Please handle material orders and related documents in a timely manner during the preparation period.

7. Vehicle access: If sidewalks or other areas are damaged due to the entry of large vehicles, the contractor shall be responsible for repairs. (Ensure adequate safety measures.) Also, ensure safety and provide traffic guidance for the entry and exit of construction vehicles.
8. Construction Period T: The estimated construction period is 6.6 months. The setting of the construction period takes into account non-working days such as holidays (weekends), rainy days, typhoons, or extreme heat (8 days).
*Estimated construction period: Set from the day after the contract is concluded until March 18, Reiwa 9.
9. Heatstroke Prevention Measures: Costs related to heatstroke prevention measures shall be included in the general indirect cost rate and site management cost rate.
*Examples of "General Heatstroke Prevention Measures":
- Large fans for work areas, ventilation fans for work areas
- Air conditioners, shower rooms, water dispensers, refrigerators, ice makers
- Constant supply of heatstroke candies, tablets, oral rehydration solutions
- Sun-blocking vests, air-conditioned workwear
- Dry mist (simple type), WBGT value measurement devices, etc.
10. Excess Soil: Scheduled for transport to the former Yagachi Junior High School (temporary storage). If the loading location changes, consult with the supervisor.
11. Asbestos: Since materials containing asbestos are mixed in the ceiling materials, baseboards, etc., of this work (Yagachi Elementary School Building 11), an asbestos work plan shall be created and submitted after the contract.
12. Materials: For materials with long delivery times, after selecting the contractor and materials upon contract award, promptly place orders after material approval.
13. Construction Quantity Survey: Before the start of this work and after the demolition of interior materials, conduct a construction quantity survey (including sounding tests, etc.). If a discrepancy is found with the design quantities, consider design changes for materials and construction methods. For eaves and other areas, sounding tests will be conducted based on the results of the point cloud survey conducted in Reiwa 7.
25) WEEKEND HOLIDAYS: Implemented in accordance with the Okinawa Prefectural Government, Department of Civil Engineering and Construction, Notification No. 411 dated June 25, Reiwa 8, "Policy on Weekend Holiday Initiatives in Maintenance Construction" (Notice).
