Please utilize the checklist for required technicians attached to this design in the electronic bidding system.
(1) Must satisfy all qualification requirements specified in the Suita City Restricted General Competitive Bidding Common Bidding Explanation (hereinafter referred to as "Common Bidding Explanation").
(2) Must be registered as a city contractor (meaning a contractor registered with the city's Qualified Contractor List (hereinafter referred to as "Qualified Contractor List") with a head office in the city) or a quasi-city contractor (meaning a contractor registered with the city's Qualified Contractor List with a branch office in the city) in the city's Qualified Contractor List (Design, Supervision, Geological Survey, Survey, etc. Work Consignment Department), and the desired work type must be the same as this project.
If registered as any other type of contractor, the first desired work type must be the same as this project.
(3) Must have been registered in the city's Qualified Contractor List (Design, Supervision, Geological Survey, Survey, etc. Work Consignment Department) for more than one year as of the announcement date.

(6) Must be able to assign a management technician who is directly employed and meets the following A and B.
(Must have been employed for 3 months or more prior to the Final Application Date. Employees seconded from other companies or dispatched workers are not permitted.) (7) Must be able to assign architectural (design) technicians who meet the following A and B.
A Must have experience in performing detailed design of buildings (new construction, extension, or renovation work with a floor area of 189 sqm or more for the extended or renovated portion) ordered by public institutions (completion and delivery must be completed from Heisei 28 (2016) to the Final Application Date).

B Must be a Class 1 or Class 2 Architect as defined by the Building Standards Act.
(8) Must be able to assign electrical equipment technicians and mechanical equipment technicians who meet the following requirements.
Must have experience in performing detailed design of buildings (new construction, extension, or renovation work with a floor area of 189 sqm or more for the extended or renovated portion) ordered by public institutions (completion and delivery must be completed from Heisei 28 (2016) to the Final Application Date).

(9) Must have submitted fewer than 2 bids (including successful bid candidates) for electronic bidding projects in the same industry announced by the city (Contract and Inspection Office, General Affairs Department) in Reiwa 8 (2026) as of the determination of the successful bid candidate for this project.
For city contractors and quasi-city contractors, the limit is 3 bids.
However, projects excluded from the bid application/contract number restrictions are excluded.
(10) If qualifications and experience are met, management technicians and担当 technicians, or担当 technicians may concurrently hold multiple positions.
14 Invalid Bids Bids submitted by those who do not meet the bid participation qualifications specified in the preceding paragraph or who have made false applications will be deemed invalid.
Furthermore, bids submitted by those who are no longer qualified at the time of bidding, even if they were confirmed as qualified by the city, will be deemed invalid.
