We hereby announce open competitive bidding as follows, in accordance with the provisions of Article 16 of the Hiroshima Prefecture Water Supply Wide Area Union Enterprise Corporation Contract Regulations (Reiwa 5 Hiroshima Prefecture Water Supply Wide Area Union Enterprise Corporation Management Regulations No. 9).
Bidders must comply with the "Common Matters for Open Competitive Bidding (Pre-qualification Type) Announcement (Goods/Consignment Services, etc.)" (hereinafter referred to as "Common Matters") in addition to the matters stipulated in this announcement.

COMMON MATTERS FOR OPEN COMPETITIVE BIDDING (PRE-QUALIFICATION TYPE) ANNOUNCEMENT [GOODS/CONSIGNMENT SERVICES, ETC.]
1. Bidding Method, etc.
(1) Use the bid form specified by the Hiroshima Prefecture Water Supply Wide Area Union Enterprise Corporation (hereinafter referred to as "the Corporation"), fill in the bid amount, etc., and have it signed and sealed by a person authorized to bid.
(2) When determining the successful bidder, the bid price will be the amount written on the bid form plus an amount equivalent to 10% of that amount (if there is a fraction of less than 1 yen, the fractional amount will be rounded down). Therefore, bidders must write an amount equivalent to 100/110 of their estimated contract amount on the bid form, regardless of whether they are taxable or exempt from consumption tax.
(3) For bids where bid forms are submitted within the bidding period and bids are opened on the bid opening date (hereinafter referred to as "Period Bidding"), submit the bid form by the deadline specified in the announcement via hand delivery or mail, etc. (mail or by a general mail service provider or specific mail service provider as defined in Article 2, Paragraph 6 or Paragraph 9 of the Act on Specified Commercial Transactions by General Senders or Specific Senders (Act No. 99 of 2002), hereinafter the same) (must arrive by the deadline).
(4) Submission of bid forms by mail, etc., shall be limited to registered mail, certified mail, and services provided by general or specific mail service providers that are equivalent to these.
(5) For Period Bidding, the bid form shall be placed in a standard envelope and sealed. The surface of the envelope shall indicate the name of the goods/consignment services, the bid opening date and time, that the bid form is enclosed, and the trade name or name. Refer to the envelope example for sealing and writing methods.
(6) No alteration, exchange, or withdrawal of submitted bid forms will be permitted.
(7) The bid of the following persons will be considered invalid:
a. When a person who does not have the necessary qualifications to participate in the bid as stipulated in the announcement has bid.
b. When the bid is a declaration of intent by a person with limited legal capacity that can be canceled.
c. When the bid violates the conditions related to bidding determined by the contracting officer.
d. When a bidder has submitted two or more bids.
e. When acting as an agent for another person or bidding on behalf of two or more persons.
f. When bidders have colluded to bid, or other fraudulent acts have occurred during bidding.
g. When a bid has been submitted without the required bid bond amount.
h. When a bid form is not signed and sealed, or when necessary information cannot be confirmed.
i. When the bid is the first in a re-bid.
j. When the bid violates the precautions for bidding.
(8) Participants in this bid must submit a pledge stating that they have not engaged in any acts that violate laws and regulations, etc.
(9) If confidential business information is to be handled in electronic format, a declaration regarding the storage of confidential data, etc., must be submitted.
2. Bid Participation Qualifications:
Any person wishing to participate in the bid (hereinafter referred to as "Bid Applicant") must meet all of the following requirements:
(1) Must not fall under any of the provisions of Article 167-4 of the Local Autonomy Act Enforcement Order (Showa 22, Cabinet Order No. 16; hereinafter referred to as "Enforcement Order").
(2) Must not have been subject to designation exclusion by the Corporation or Hiroshima Prefecture on any day between the date of announcement and the bid opening date.
(3) For consignment/service work, must not be subject to measures prohibiting participation in other bids as stipulated in Article 11 of the "Procedures for Low Bid Price Investigation System for Consignment/Service Work" (established February 1, Reiwa 5) on any day between the date of announcement and the bid opening date.
3. Bid Participation Qualification Confirmation Application, etc.:
(1) The cost required for preparing the Bid Participation Qualification Confirmation Application, etc., shall be borne by the Bid Applicant.
(2) Persons who have made false statements in the Bid Participation Qualification Confirmation Application, etc., may be subject to designation exclusion measures.
(3) The Bid Participation Qualification Confirmation Application, etc., must be submitted by the deadline specified in Section 3 of the individual matters, by hand or mail, etc. Mail submission shall comply with 1(4).
(4) If the contracting officer requests an explanation regarding the Bid Participation Qualification Confirmation Application, etc., the Bid Applicant must respond at their own expense.
4. Specifications, etc.:
If there are any questions regarding the specifications and drawings (hereinafter referred to as "Specifications, etc."), use the form for questions regarding Specifications, etc., and submit it by hand or facsimile by the deadline specified in Section 3 of the individual matters.
5. Bid Execution (for cases other than Period Bidding):
(1) If a proxy is bidding, a document proving the proxy authority (hereinafter referred to as "Power of Attorney") must be submitted before bidding.
However, this does not apply if a Power of Attorney with a validity period is submitted in advance and the validity period includes the bidding period.
(2) Bid withdrawal during bid execution must be submitted directly to the bid executor via a bid withdrawal notice or a bid form indicating such.
(3) Entry and exit from the bidding room during bid execution are prohibited, except when deemed necessary by the bid executor.
(4) Talking or making loud remarks in the bidding room during bid execution is prohibited.
(5) Only individuals necessary for bidding shall enter the bidding room.
6. Re-bidding:
(1) If there is no successful bidder, a re-bid will be held. However, those who submitted invalid bids cannot participate in the re-bid.
(2) Re-bidding shall not exceed 5 times.
7. Method of Determining the Successful Bidder:
(1) The bidder who submitted the lowest price bid (highest price for sale) within the limit of the estimated price determined in accordance with Article 19 of the Hiroshima Prefecture Water Supply Wide Area Union Enterprise Corporation Contract Regulations shall be the successful bidder.
(2) If there are two or more bidders who submitted bids at the same lowest price as a result of the bid opening, the successful bidder will be determined by drawing lots on the spot in accordance with the provisions of Article 167-9 of the Enforcement Order. If any of these bidders do not draw lots (including those not present at the bid opening), an official unrelated to the bidding procedures will draw lots on their behalf.
8. Contract Conclusion:
(1) The successful bidder must sign and seal the contract form delivered by the contracting officer and submit it to the contracting officer within 5 days (excluding holidays as defined in Article 2, Paragraph 1 of the Hiroshima Prefecture Water Supply Wide Area Union Enterprise Corporation Holidays Ordinance (Reiwa 4 Hiroshima Prefecture Water Supply Wide Area Union Enterprise Corporation Ordinance No. 4)) from the date of receiving the successful bidder notification.
However, this does not apply in cases of unavoidable circumstances.
(2) Two copies of the contract shall be prepared, and each party shall retain one copy.

(1) General Provisions
① Before starting work, conduct a site survey and obtain the発注者の approval for the work content and schedule. If there are any points of confirmation, confirm with the発注者 each time.
② If significant environmental impact such as noise, vibration, odor, etc., occurs or is likely to occur inside or around the facility, take measures after promptly consulting with the Mihara Office.
③ Perform work so as not to interfere with the発注者's operations.
④ Properly protect the facility and other equipment at the contractor's expense during work. If damage occurs, promptly restore it to its original condition at the contractor's responsibility and expense.
⑤ When replacing air conditioners, etc., information equipment will not be stopped as a general rule. If the発注者 deems it necessary for cooling information equipment, install spot coolers, etc., at the contractor's expense.
⑥ Comply with relevant laws and regulations and the installation manual for the air conditioning equipment to be installed. Also, obtain technical advice and support from the air conditioning equipment manufacturer as needed.
⑦ If various legally qualified personnel or work supervisors are required for the work, submit copies of qualifications/licenses and ensure their constant presence during the work.
(2) Work Content
① The layout of existing equipment is shown in the attached drawing. When replacing existing air conditioners, the new air conditioners shall be installed in the same positions as the existing ones as a general rule.
② Existing piping, wiring breakers, and supports (hereinafter referred to as "Existing Piping, etc.") may be reused.
However, if it is found to be unsuitable for reuse as a result of the site survey, take appropriate measures such as repair or replacement at the contractor's expense. In this case, the performance shall be equal to or better than the existing equipment.
③ Remove existing piping, etc., that will not be reused, with the approval of the発注者.
④ Replace the city gas hose connecting the outdoor unit.
⑤ Take appropriate measures to prevent tipping and falling for the outdoor and indoor units.
⑥ If new supports are to be installed outdoors, they shall be made of SUS or be hot-dip galvanized.
⑦ After installing the indoor and outdoor units, repair the ceiling, walls, etc., as necessary.
⑧ Properly protect piping and wiring in exposed areas outdoors and indoors with lagging, etc.
