Service Overview (1) Service Name: 1192 Forest Stand Erosion Control Construction Implementation Survey and Design Services (Electronic Bidding Target Project) (Electronic Contract Trial Project) (2) Service Location: Rumoi District, Obira Town, National Forest 1192 Forest Stand, Hokkaido (3) Service Content: Implementation survey and design for 1 erosion control structure, 0.02 ha. (4) Performance Period: From the day after the contract conclusion date until February 5, Reiwa 9. (5) This service is subject to electronic bidding through the electronic bidding system. However, if it is difficult to use the electronic bidding system, paper bidding may be substituted with the approval of the contracting authority. (6) This service is a trial project for the electronic contract system for the exchange of documents related to contract procedures. If it is difficult to use the electronic contract system, paper contract method may be substituted with the approval of the contracting authority. (6) If the estimated price exceeds 10 million yen, and the price of the intended successful bidder falls below the price based on the standards stipulated in Article 85 of the Budget, Settlement, and Accounting Act (Showa 22, Government Ordinance No. 165; hereinafter referred to as "the Budget Act") (hereinafter referred to as "benchmark price for low-bid price investigation"), an investigation will be conducted in accordance with Article 86 of the same Act. (8) Since the results of this service can vary significantly compared to the procurement price due to the specialized knowledge, technology, and creativity proposed by the bidder, this service will be awarded based on a comprehensive evaluation of non-price factors and price, including technical proposals regarding the service implementation policy. (9) This service provides additional points in the comprehensive evaluation for companies that implement wage increases. (10) For services falling under (6) or (7), to ensure the reliable implementation of technical proposals, the reliability of technical proposal implementation will also be evaluated. 2. Competitive Bidding Qualifications (1) Not a party falling under the provisions of Articles 70 and 71 of the Budget Act. Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion are considered to fall under special circumstances in Article 70 of the Budget Act. (2) Must have received certification for general competitive bidding qualifications of Grade B, A, or C for survey and consulting services from the Hokkaido Regional Forest Office for Reiwa 7/8. (Companies that have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Reiwa 14, Law No. 154) or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Reiwa 11, Law No. 225) must have received a re-determination of general competitive bidding qualifications based on procedures separately determined by the Director-General of the Hokkaido Regional Forest Office after the decision to commence proceedings). (3) Must be registered in forest civil engineering in accordance with the Construction Consultant Registration Regulations. (5) Must have experience as the prime contractor in similar services with a contract amount of 1 million yen or more, conducted within the 15-year period from April 1, Reiwa 23 to March 31, Reiwa 8. Matters Regarding Comprehensive Evaluation Bidding Method: (1) Method of Comprehensive Evaluation: ① The score for technical aspects (hereinafter referred to as "technical score") will be the sum of scores for each evaluation item specified in (2), with a maximum of 60 points awarded based on the content of technical proposals, etc. ② The score for bid price (hereinafter referred to as "price score") will be calculated by multiplying the value obtained by subtracting the ratio of bid price to estimated price from 1 by the allocation of 60 points for bid price. Price Score = Allocation Points for Bid Price × (1 - Bid Price / Estimated Price) ③ The comprehensive evaluation will be based on the "evaluation value," which is the sum of ① and ②. Evaluation Value = Technical Score + Price Score (2) Evaluation of Technical Proposal: ① The evaluation items for the technical proposal review are as follows: a) Matters related to the experience and capabilities of the planned management engineer: Engineer's qualifications, experience in similar services, past performance in similar services, engineer's exclusivity, continuing education. b) Matters related to the company's track record, capabilities, and reliability: Record of undertaking similar services at prices below the benchmark price for low-bid price investigation, past performance in similar services, record of activities based on disaster agreements, reliability, initiatives for promoting work-life balance, declaration of wage increases. c) Matters related to the service implementation policy: Understanding of the service, appropriateness of the implementation procedure. d) Matters related to technical proposals: Overall cost, performance/functionality of the contracted work or accuracy of the survey, social demands. ② The points for technical score are 24 points for a), 15 points for b), 10 points for c), and 15 points for d). The additional points will be calculated by multiplying the sum of the bidder's scores by the ratio of the maximum points to the total points (60/64). Additional Points = 60 / 64 × Sum of Bidder's Scores ③ Evaluation of the reliability of technical proposal implementation: The evaluation items for assessing the reliability of technical proposal implementation are as follows: a) Are costs corresponding to the service content included? b) Is appropriate remuneration to be paid to the planned engineer? c) Is the quality management system secured? d) Are payments to subcontractors, etc., appropriate? ④ Calculation of technical score for reliability of technical proposal implementation: The technical score for reliability of technical proposal implementation will be obtained by multiplying the evaluation score for item d) under ① by a reliability factor (1.0/0.75/0.5/0.25/0) based on a comprehensive review of evaluation items a) through d) under ③. (3) Determination of Successful Bidder: ① Among bidders who meet all of the following requirements, the bidder with the highest evaluation value will be the successful bidder. However, for services with an estimated price exceeding 10 million yen, if it is deemed that the intended successful bidder cannot perform the contract in accordance with its content due to the bid price, or if it is deemed significantly inappropriate due to the risk of disrupting fair trade, the bidder who has bid meeting all of the following requirements and has the next highest evaluation value may be selected as the successful bidder. a) The bid price is within the limit of the estimated price. b) The technical proposal review results show that none of the essential evaluation items have a score of zero. ② If there are two or more bidders with the highest evaluation value in ①, the successful bidder will be determined by drawing lots. 5.
