Qualifications Required for Tender Participants 1. Not falling under the persons specified in Article 167-4 of the Cabinet Order. 2. Not falling under any of the items in Article 195-2 of the Shiga Prefecture Financial Regulations (Shiga Prefecture Ordinance No. 56 of 1976). 3. Not within the period of suspension from bidding under the Shiga Prefecture Goods-Related Bidding Participation Suspension Standards. 4. Tender execution shall be conducted in accordance with the provisions of the Local Autonomy Act, its Cabinet Order, Shiga Prefecture Financial Regulations, and the Shiga Prefecture Goods Purchase, etc. General Competitive Bidding Execution Guidelines. 2. Tender forms shall be submitted by mail or in person to the location indicated in 3.1 by the tender form submission deadline in 3.5. The envelope must be marked "Tender Form" in red ink and include the subject title. If submitting by mail, it must be sent by registered mail. If submitting in person, it must be submitted between 9:00 AM and 5:00 PM, excluding Saturdays, Sundays, and holidays. 3. For the purpose of determining the successful bidder, the "Purchase Price of Purchased Goods" written on the tender form will be added to the amount obtained by subtracting the "Amount of Automobile Recycling Fee for Purchased Goods" from the "Purchase Price of Purchased Goods" and multiplying the result by 100/10 (if there is a fraction of less than 1 yen, it will be rounded down). Bidders must enter the amount equivalent to 100/110 of the amount obtained by subtracting the automobile recycling fee from the estimated contract desired amount in the "Purchase Price of Purchased Goods" field and the "Purchase Price of Purchased Goods ETC On-board Unit Fee" field on the tender form, regardless of whether they are taxable or tax-exempt for consumption tax and local consumption tax. 5. Security Deposit: Bid security and contract security are waived. 6. Requirement for Contract Creation: Required. 7. Possibility of Bidding by Mail (including in-person submission): Possible. However, mail submissions of tender forms must be by registered mail (general registered or simplified registered mail). Bidding with Equivalent Products: Possible. For this tender, equivalent products that meet the specifications are acceptable in addition to the standard items specified in the specifications. Those who wish to bid with equivalent products other than the standard items must submit documentation that confirms the specifications and clearly indicate that it is an equivalent product at the time of bidding. If not indicated, it will be considered as the standard product. If the standard product is not specified and no documentation is submitted, the bid may be invalidated. 9. Invalid Bids: Bids falling under any of the following shall be invalidated. 1. Bids falling under the provisions of Article 199 of the Shiga Prefecture Financial Regulations. 2. Bids submitted by persons who have made false applications. 10. Bidding by Agent: If an agent is to bid, the agent must submit a letter of authorization to the tender executor before submitting the tender form. In this case, the tender form must be filled out with the address and name of the authorized recipient as stated in the letter of authorization, and stamped with the same seal. 11. Method of Determining the Successful Bidder: 1. The successful bidder will be the bidder who is recognized by Shiga Prefecture as capable of fulfilling the contract stipulated in this announcement, and who has submitted the valid bid with the lowest price within the limit of the estimated price established according to the provisions of the Shiga Prefecture Financial Regulations. 2. If there are two or more bidders who would be the successful bidder with the same bid price, the successful bidder will be determined by drawing lots. Bidders who would be the successful bidder with the same bid price cannot refuse the drawing. 3. The successful bidder must submit the contract to the contract manager promptly after the successful bidder determination date. 12. Re-bidding: 1. If there are no bids within the limit of the estimated price as a result of the bid opening, a re-bid may be held. Those who have been disqualified or submitted invalid bids cannot participate in the re-bid. 2. If no successful bidder is found after re-bidding, negotiations for a discretionary contract may commence. 13. Language and Currency Used in Contract Procedures: Japanese and Japanese Yen. 14. Other: 1. Once submitted, tender forms cannot be altered, exchanged, or withdrawn. 2. Subcontracting or re-delegating all or part of the contract to a person subject to a bidding participation suspension period is prohibited. 3. All costs incurred by the bidder or their agent in relation to this tender shall be borne by the bidder or their agent. 4. In the event of natural disasters or other unavoidable reasons, or if the tender executor deems that the fair execution of the tender is hindered, the tender may be postponed or canceled. In such cases, damages shall be borne by the bidder or their agent. 5. When using vehicles for goods delivery, etc., practice idling stop and strive for environmentally friendly driving, such as driving at economical speeds. 6. In case of undue intervention, immediately report to the police and promptly notify the tender executor. 7.
