Work Overview (1) Project Name: Nanao Port (Ota District) Channel (-13m) Dredging and 1 Other Work <Electronic Bidding Target Project, Electronic Contract Target Project, Construction System Confirmation Type Comprehensive Evaluation Bidding Method (Construction Capability Evaluation Type I (Challenge Type)), Reference Price Disclosure Project, Total Price Contract Unit Price Agreement Method, Highly Specialized Technician Qualification Utilization Project, Bad Weather Risk Settlement Type Target Project, ICT Utilization Target Project, Overhead Cost Verification Model Project, Inspection Document Limited Trial Project, Outline Schedule Disclosure Project> (2) Project Location: Nanao Port (Ota District) (3) Work Content: This project involves dredging and disposal work for the Nanao Port (Ota District) Channel (-13m) and berth (-13m), and related work.
(4) Construction Period: Until January 29, Reiwa 9 (5) This project is a trial project where tender documents etc. are distributed via the internet.
(6) This project is subject to electronic bidding system for submission of documents, bidding, etc. However, if it is difficult to use the electronic bidding system, paper bidding may be used with the consent of the contracting authority.
(7) This project is subject to electronic contract system for the exchange of documents related to contract procedures. However, if it is difficult to use the electronic contract system, paper-based procedures may be used with the consent of the contracting authority.
(8) Submission of a construction cost breakdown is mandatory for this project upon bidding.
(9) This project is a trial project that discloses reference prices to applicants who submit qualification application forms and documents for this work (hereinafter referred to as "applicants").
(10) This project is subject to a comprehensive evaluation bidding method, where the successful bidder is determined by comprehensively evaluating factors other than price and price, based on the construction plan submitted at the time of bidding. Furthermore, in the comprehensive evaluation bidding method where a price based on the standard price (hereinafter referred to as "investigation standard price") set forth in Article 85 of the Public Finance Act (hereinafter referred to as "Preliminary Finance Act") is established, it is a trial project for a construction system confirmation type comprehensive evaluation bidding method that examines and evaluates whether the construction content can be reliably realized by confirming the status of the construction system, such as the system for ensuring quality. (11) This project is a trial project for a post-contract VE (Value Engineering) method, where proposals for construction methods etc. are accepted after the contract is concluded. (12) This project will implement electronic data, sharing, automated approval routes, and electronic delivery of information between the contracting parties using an information network.
(13) This project is subject to the handling of supervision work etc. utilizing ISO9001 certification. However, this excludes cases where the contract is concluded at a price below the investigation standard price.
- 2 -(14) This project is subject to the requirement of separate demolition etc. and recycling of specified construction materials, etc., based on the Act on the Recycling of Resources of Construction Materials, etc. (Act No. 104 of 2000).
(15) This project is a "Technician Development Type (Work)" project where an experienced technician (hereinafter referred to as "technical supervisor") is assigned to regularly guide technicians who do not have construction experience as chief (supervising) technicians or site managers (hereinafter referred to as "technicians inexperienced in chief (supervising) roles"). The assignment of a technical supervisor is optional for the applicant, and can be done if the planned chief (supervising) technician does not have construction experience in the same type of work as specified in 2. Competitive Participation Qualifications (limited to works ordered by all Regional Development Bureaus, Hokkaido Development Bureau, Okinawa General Bureau (port and airport related)).
(16) This project is a trial project of the "Holiday Guarantee Evaluation Type" which evaluates the securing of holidays.
(17) This project evaluates the assignment of technicians inexperienced in chief (supervising) roles, the creation of a comfortable working environment, and the implementation of workforce development activities.
(18) This project is subject to the "Total Price Contract Unit Price Agreement Method", where unit prices etc. are agreed upon as a breakdown of the total price contract after the contract is concluded. The basic method for implementing this system is the "Individual Agreement Method", where unit prices etc. are individually agreed upon, but the "Lump-Sum Agreement Method", where unit prices are agreed upon collectively, is also possible at the contractor's request.
(19) This project is a trial project that utilizes highly specialized technician qualifications established by the Hokuriku Regional Development Bureau (port and airport related).
(20) This project is a trial project that recognizes construction experience as a primary subcontractor using a main work vessel ordered by the Hokuriku Regional Development Bureau as "construction experience in the same type of work" for competitive participation qualifications and provides bonus points in the comprehensive evaluation.
(21) This project is a trial project for "Verification of Actual Conditions of Service Factors" (contractor's choice) that allows for the review of service factors and extension of the construction period as necessary, based on the actual conditions of bad weather suspensions during the construction period.
(22) ICT Utilization Work (Dredging Work): This project is an ICT utilization work (dredging work) (contracting authority designated type) that utilizes 3D data for all aspects of ICT, including initial survey, review of design documents, construction, progress management, inspection, and construction completion drawings and construction management records and related documents, in accordance with i-Construction advocated by the Ministry of Land, Infrastructure, Transport and Tourism.
(23) This project is subject to a trial project for the revision of site management costs to contribute to heatstroke countermeasures, and involves the revision of site management costs in accordance with the maximum daily temperature.
(24) For this project, the "estimated price (excluding tax), breakdown of estimated price (excluding tax), investigation standard price, and reasons for successful bid (comprehensive evaluation method)" will be disclosed at the time of bid determination, and "breakdown of estimates" will be disclosed on the Hokuriku Regional Development Bureau Port and Airport Department website ((26) This project is a project that evaluates construction experience as construction experience in the same type of work and technician experience in the same type of work for companies that have been certified or awarded under the "Overseas Infrastructure Project Technician Certification and Award System" conducted by the Ministry of Land, Infrastructure, Transport and Tourism.
(27) This project is a trial project for "Verification of Next-Generation Fuel Introduction Effect on Work Vessels" (contractor's choice) aimed at reducing CO2 emissions by using next-generation fuels with low CO2 emissions for work vessels (grab dredgers [diesel type], crane vessels [diesel type] (excluding self-propelled vessels)) engaged in port construction (including coastal construction) in order to realize a carbon-neutral society. The CO2 emission reduction effect will be verified.
- 3 -(28) This project is a "Inspection Document Limited Trial Project" aimed at improving inspection efficiency and reducing the burden on contractors and clients by limiting the documents required for document inspection (completion, completed portions, etc.) during construction inspection (completion, completed portions, etc.) and by reducing the preparation of explanatory materials for contractors.
(29) This project is for companies that have obtained certification as companies promoting work-life balance, etc., or equivalent companies.
(30) This project is subject to a trial project where, in order to comply with the overtime work hour limits from Reiwa 6, it is anticipated that further internal and external support will be necessary for both on-site work and office work. Therefore, for site management costs (costs required for surveys etc. for progress management, specifically "costs for surveys, drawing creation, and photo management for progress management"), employee salaries and wages, and statutory welfare costs (employer's statutory burden for employment insurance premiums, health insurance premiums, and employees' pension insurance premiums for on-site employees and workers) (hereinafter referred to as "actual cost change target costs"), if it becomes difficult to carry out the work appropriately with the amounts in the port contract construction estimation standards, the contract price will be changed based on the actual expenditure of the actual cost change target costs.
(31) This project is a project where the contracting authority discloses an outline schedule envisioned by the contracting authority at the time of competitive participation qualification notification.
(32) This project is a trial project (contractor's choice) to investigate the actual conditions of wages, working hours, and labor costs, with the cooperation of the contractor, regarding wage payments to subcontractors and ensuring appropriate working hours.
2. Competitive Participation Qualifications (1) Not falling under the provisions of Articles 70 and 71 of the Public Finance Act.
(2) Must have received a determination of general competitive participation qualification of Grade A or B in "Port and Dredging Work" from the Hokuriku Regional Development Bureau (port and airport related) for Reiwa 7 and 8 (For those who have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999), re-determination of general competitive participation qualification based on procedures separately determined by the Deputy Director of the Hokuriku Regional Development Bureau after the decision to commence proceedings has been made).
(3) Not a party that has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act or for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have received re-determination as per (2) above).
(4) Must have experience in the following same type of work, completed and delivered as the prime contractor from April 1, 2011, to the date of announcement of this work (For joint venture members, the investment ratio must be 20% or more. However, for Type B joint ventures, experience in the same type of work shall be the experience of the portion of work performed by each member, regardless of the investment ratio). The same type of work is as follows:
"Dredging or excavation work by grab dredger". If the construction experience is for work ordered by the Ministry of Land, Infrastructure, Transport and Tourism as specified in the tender documents, it excludes cases where the contract construction performance evaluation score is less than the score specified in the tender documents.
(4)-2 If applying with experience in the same type of work completed and delivered as a primary subcontractor for work ordered by the Hokuriku Regional Development Bureau from April 1, 2011, to the date of announcement of this work, must have experience in construction using a main work vessel (grab dredger) owned or jointly owned by the company. The same type of work in primary subcontracting is as follows:
"Dredging or excavation work by grab dredger". (5) Technical opinions on the construction plan must be appropriate.
(6) Not subject to suspension of bidding measures by the Hokuriku Regional Development Bureau under the "Measures for Suspension of Bidding etc. Regarding Contracts for Works under the Jurisdiction of Regional Development Bureaus (Port and Airport Related)" (Notice No. 927 dated March 31, 1984) during the period from the deadline for submission of the competitive participation qualification application form (hereinafter referred to as "application form") and related documents (hereinafter referred to as "documents") to the bid opening time.
(7) If there is completed work in Reiwa 5 or Reiwa 6 among port and dredging works ordered by the Hokuriku Regional Development Bureau (port and airport related), the average contract construction performance evaluation score for such work must be 65 points or higher.
(8) Those who have previously contracted at a price below the investigation standard price and have been notified of a contract construction performance evaluation score below 60 points must have passed one year from the date of notification of such score to the deadline for submission of the application form in 4.(3) below. (Experience as a joint venture member is limited to those with an investment ratio of 20% or more.) However, this applies only to contract construction performance evaluation notices for works announced and tendered from September 1, 2006, which state "If contracted at a price below the investigation standard price and the contract construction performance evaluation score is below 60 points, bidding for works ordered by the Hokuriku Regional Development Bureau (port and airport related only) will not be permitted for one year from the date of notification of the contract construction performance evaluation notice."
(9) Not the contractor of design work and contracting authority support work for this project, or a party related to such contractor in terms of capital or personnel. (See tender documents)
(10) No capital or personnel relationship between bidders. (See tender documents)
(11) Not a construction company whose management is substantially controlled by members of a violent group, or equivalent, as requested by the police authorities for exclusion from public works conducted by the Ministry of Land, Infrastructure, Transport and Tourism, and such status continues.
(12) For Grade A, the head office, branch office, or business office must be located in Niigata Prefecture, Toyama Prefecture, Ishikawa Prefecture, Fukui Prefecture, or Nagano Prefecture. For Grade B, it must be located in Ishikawa Prefecture.
(13) Must be able to assign a chief technician or supervising technician to this work who meets the following criteria. Note that only one chief technician or supervising technician can be applied for this project; if two or more are applied for, it will be disqualified.
① Must be a Grade 1 or Grade 2 Civil Engineering Construction Management Engineer or possess equivalent qualifications.
② Must have construction experience in the same type of work as listed below, completed and delivered as the prime contractor from April 1, 2011, to the date of announcement of this work (For joint venture members, the investment ratio must be 20% or more. However, for Type B joint ventures, experience in the same type of work shall be the experience of the portion of work performed by each member, regardless of the investment ratio). The same type of work is as follows:
