Bidding Qualification Requirements: As of the announcement date of this bidding, all of the following requirements must be met. However, those who submit a change notification to newly obtain bidding qualifications from the announcement date to the award decision, or those for whom a fact occurs that disqualifies them from bidding, cannot participate in this bidding. (1) Not falling under the provisions of Article 167-4, Paragraph 1 of the Enforcement Order. (5) Social Insurance, etc. (Employment Insurance, Health Insurance, Pension Insurance): Must be enrolled or exempt, with no outstanding insurance. (6) Assigned Personnel: A. A chief engineer must be assigned to this construction (exclusively if the contract amount is 45 million yen or more). If the contract amount is less than 45 million yen, the business office engineer and specific business office engineer of the business office with contract authority in Sakado City can be assigned on the condition that constant communication can be maintained with the business office. If the contract amount is 45 million yen or more, assignment is possible on the condition of meeting the requirements of Article 26-5, Paragraph 1 of the Act. Details regarding the handling of engineers shall be in accordance with the Act and the latest "Manual for the Operation of the Supervising Engineer System" issued by the Ministry of Land, Infrastructure, Transport and Tourism. B. The assigned engineer must be directly and constantly employed by the bidder. However, if the contract amount is 45 million yen or more, the engineer must have been directly and constantly employed by the bidder for at least three months prior to the deadline for submitting the qualification confirmation application specified in Paragraph 3. C. If the assigned engineer cannot be identified, multiple candidates (up to 3 in total) may be listed in the qualification confirmation application. D. The assigned engineer listed in the qualification confirmation application cannot be changed after the award, except in unavoidable circumstances (death, illness, retirement, etc.). (7) Site Manager: During the period from the contract signing date to the commencement of site construction, the site manager is not required to be stationed at the site. Furthermore, if the contract amount is less than 45 million yen, this construction will be subject to the "Handling Guidelines for Relaxation of On-site Duty for Site Managers, etc.". 9. Determination of Successful Bidder by Lottery: If there are two or more bidders who have submitted the same highest bid amount, the successful bidder will be determined by electronic lottery on the electronic bidding system. 14. Contract Deposit: The successful bidder who is selected for the contract must provide a contract guarantee of 10% or more of the contract amount at the time of contract signing, in accordance with the provisions of the Local Autonomy Act Enforcement Order. 15.
