(3) Prime contractor construction experience refers to work completed and inspected on or after April 1, 2011, commissioned by the national government, local governments, or public corporations listed in Table 1 of the Corporation Tax Act (excluding local governments) that were in effect at the time of commissioning.
If "Private construction allowed" is stated, prime contractor construction experience refers to work completed and inspected on or after April 1, 2011.
(4) When requiring construction experience of assigned technicians, the provisions of (3) shall apply mutatis mutandis.
Experience as an assistant supervising engineer for the entire period will be recognized as construction experience of the assigned technician.
(5) Even for work where a specific construction contractor's license is not required under Article 15 of the Construction Industry Act, a specific construction contractor's license may be required depending on the amount of subcontracted work, in accordance with Article 3, Paragraph 1 of the Construction Industry Act.
In this case, a supervising engineer must be assigned instead of a chief engineer, in accordance with Article 26 of the Construction Industry Act.
(6) When using construction experience as a member of a specific construction joint venture, it is limited to those with an investment ratio of 20% or more.
In this case, the "contract amount, scale, and other items specified for tender participation qualifications (numerical values, etc.)" will be considered as construction experience multiplied by the investment ratio of the overall scale.
(7) When requiring construction performance evaluation points, the construction performance evaluation points based on the Onomichi City Waterworks and Sewerage Bureau Construction Performance Evaluation Guidelines (hereinafter referred to as "evaluation points") for similar work for which the completion inspection was performed in the year specified in the announcement will be used. The average score is the sum of the evaluation points divided by the number of cases.

2. Bidding Method, etc. (1) Bidders shall submit their bids using the electronic bidding system.
However, those who have decided to participate in writing after completing the procedures stipulated in the Onomichi City Waterworks and Sewerage Bureau Electronic Bidding Implementation Guidelines (Effective April 1, 2008) may submit their bids in writing.
(2) Those who submit bids in writing as per (1) shall prepare a bid form with a 3-digit lottery number (if no lottery number is written, it will be considered "001") within the specified bidding period, seal it in an envelope with the following information, and submit it in person.
a. Business name or name of the submitter.
b. Statement that the bid form is enclosed.
c. Name of the construction work, etc. for which the bid is made and the date of bid opening.
(3) Bids by telegram or mail are not permitted.
(4) Bids will be invalidated in the following cases.
a. When a person who does not meet the qualifications required for bidding specified in the announcement has submitted a bid.
b. When a bid is submitted in violation of the notes for bidding.
c. When a bid is submitted by a person who has not received the design documents.
d. When any of the items in Article 32, Paragraph 1 of the Onomichi City Waterworks and Sewerage Bureau Contract Regulations (Showa 41, Regulations No. 17) apply.
(5) After the bid opening, the lowest bidder will be selected as the successful bid candidate, the decision of the successful bidder will be suspended, and the bid opening procedure will be concluded.
In this case, if there are two or more lowest bidders, an electronic lottery will be conducted using the electronic bidding system to select one successful bid candidate.
(6) If there are no bids within the limit of the estimated price after the bid opening (or if there are no bids within the limit of the estimated price that are equal to or higher than the minimum price restriction, if a minimum price restriction is set according to Article 167, Paragraph 10, Item 2 of the Local Autonomy Act Enforcement Order), or if there are no bids within the limit of the estimated price among the bidders excluding those whose bids were invalidated after the qualification requirement review (or if there are no bids within the limit of the estimated price that are equal to or higher than the minimum price restriction, if a minimum price restriction is set according to Article 167, Paragraph 10, Item 2 of the Local Autonomy Act Enforcement Order), a re-bid will be conducted in accordance with Article 33 of the Onomichi City Waterworks and Sewerage Bureau Contract Regulations.
