However, submission of bids in "paper" format is also permitted. 2 Matters for Competitive Bidding Outsourcing of services related to the creation of advanced information seminar videos (Categories 1 and 2) 3 Qualifications required for participants in competitive bidding 1 [Category 1] Must have qualifications for participation in competitive bidding with the Ministry of Finance for Reiwa 7, 8, and 9 (Unified Qualifications for All Ministries and Agencies), with the industry classification as "Provision of Services, etc." and rated in grade "A", "B", or "C", and possess qualifications for participation in competitive bidding in the Kanto-Koshinetsu region, or be a person who has not yet obtained such qualifications but has undergone qualification screening by the bid submission deadline and has been registered in the list of qualified bidders and rated in the said grade.
