Bidding Qualification Requirements (1) Must have a construction business permit for piping work as stipulated in Article 3, Paragraph 1 of the Construction Business Act (1948, Act No. 100), and be registered in the Gero City Construction Work Bidding Participant Qualification Register, with a comprehensive evaluation score of 700 or higher in piping work from the latest management performance review. (2) Must have construction experience of 5 million yen or more (including consumption tax and local consumption tax) as a prime contractor or subcontractor for piping work ordered by the national government, prefectural government, or Gero City. (For experience as a joint venture member, limited to those with a capital contribution ratio of 20% or more.) (3) Must have a head office registered in the Gero City Construction Work Bidding Participant Qualification Register within Gero City. (4) Must be registered as a user in the electronic bidding system by the day before the deadline for submitting the bidding application, and be able to participate in bidding through the electronic bidding system. (5) Must be able to assign a chief (supervising) engineer and site supervisor as stipulated in Article 26 of the Construction Business Act. (Concurrent assignment is possible) The chief (supervising) engineer must have been employed for 3 months or more prior to the date of application for confirmation of bidding qualifications. Invalid Bids (1) Bids from those who do not meet the qualifications required for participation in this announcement, or those who have made false applications, will be deemed invalid. Furthermore, even if a bidder is approved as qualified, if they are subsequently suspended from bidding by the city and are within the suspension period at the time of bidding, their bid will be invalid. (2) Bids will be invalid if there are discrepancies between the bid amount and the construction cost breakdown, or if the construction cost breakdown is incomplete. 10. Matters Concerning Suspension of Bidding or Bid Opening and Resulting Damages If bidding or bid opening cannot be conducted due to natural disasters or other unavoidable reasons, it will be suspended. In such cases, any damages incurred will be the responsibility of the bidder. 11. Matters Concerning Invalidity of Successful Bid If the successful bidder does not conclude the contract within one week from the date of receiving the successful bid notification, the successful bid will be invalid. 12. Other (1) Information regarding collusion may be published regardless of whether collusion has occurred. (2) If the bid opening results match the information regarding collusion, the contract may not be concluded regardless of whether collusion has occurred. In such cases, a new announcement and bidding will generally be held.
