2nd Hakui City Regional Public Transportation Plan Formulation Support Services Contract Specification Sheet 1. Service Name: 2nd Hakui City Regional Public Transportation Plan Formulation Support Services Contract 2. Service Purpose: This service aims to support the formulation of the next "Hakui City Regional Public Transportation Plan" (Planning Period: Reiwa 9-13) by verifying past initiatives, grasping current issues, citizen needs, and potential needs, and including the verification of the effects of regional public transportation reorganization that began in July Reiwa 6, in order to build a convenient and sustainable regional public transportation network that responds to detailed resident needs, taking into account that the "Hakui City Regional Public Transportation Plan" formulated in March Reiwa 4 will reach its final year in Reiwa 8. This will be achieved by utilizing the framework of the "Law for Promoting Initiatives to Ensure Sustainable Transportation Services and Revitalizing and Reorganizing Regional Public Transportation, etc." (Promulgated June 3, Reiwa 2). 3. Service Period: From the contract date to March 15, Reiwa 9 (2027). 4. Service Content: The contractor shall perform the following services necessary for supporting the formulation of the Hakui City Regional Public Transportation Plan.
(1) Survey of Public Transportation Status quo ① Consolidation of Hakui City's Current Status: Collect and organize data on regional characteristics (population by district, population density, distribution and usage of daily life facilities, tourist facilities, etc.) using existing materials.
② Positioning Relative to Higher-Level and Related Plans: Organize the positioning and relationships of public transportation within higher-level and related plans such as the Hakui City 6th Comprehensive Plan, Hakui City Comprehensive Strategy, Hakui City Urban Planning Master Plan, and Ishikawa Prefecture Noto Region Public Transportation Plan.
③ Analysis of Current Status of Regional Public Transportation: Organize the operational status, usage status, and past initiatives of JR Nanao Line, route buses, community bus "Runrun Bus", AI on-demand transportation "Norumaika", taxi usage subsidies, etc.

(2) Grasping Citizen and Stakeholder Intentions ① Citizen Questionnaire Survey: Conduct a questionnaire survey targeting citizens to understand their daily travel patterns, public transportation usage, and issues.

② Stakeholder Hearing Survey: Conduct hearing surveys targeting stakeholders involved in the operation of regional public transportation, such as bus operators, taxi operators, and internal departments, to understand the current status and issues of regional public transportation and user feedback (approx. 2 times).

Conduct discussions and exchange opinions based on the data presented from the analysis and organization in (1). If necessary, send out hearing sheets and solicit opinions from representatives.
(3) Consolidation of Issues Surrounding Regional Public Transportation: Based on the results of (1) and (2), consolidate the issues surrounding public transportation from the following perspectives:
・Operational issues
・Service issues
・Operational system issues
・Coordination with community development issues
(4) Setting of Future Vision, Basic Policies, Goals, etc.: Define the following items.
・Public transportation network image
・Public transportation service provision policy
・Policy for coordinating public transportation with community development
・Specific goals (numerical targets, etc.)
(5) Examination of Projects to Achieve Goals and Their Implementing Bodies, etc.: Define the following items for the regional public transportation reorganization projects necessary to achieve the goals.

・Progress management method and management system for evaluating achievement status
(6) Compilation of 2nd Hakui City Regional Public Transportation Plan (Draft): Based on (3) to (5), compile from the plan outline to the final plan.
(7) Support for Operation of Hakui City Regional Public Transportation Council: Prepare materials and minutes for the Hakui City Regional Public Transportation Council (approx. 3 times) which will deliberate on the "Hakui City Regional Public Transportation Plan".
(8) Meeting Deliberation: Conduct regular meetings with the Hakui City Regional Public Transportation Council staff to ensure smooth and effective execution of the service.
5. Deliverables: Deliverables shall be submitted in electronic data format (PDF and editable formats such as Word, Excel, PowerPoint, etc.).

6. Completion Inspection: Upon completion of this service, the contractor shall promptly submit the deliverables in the prescribed format and undergo inspection by the council in the presence of the overall supervisor. If any defects in the deliverables are found after completion due to reasons attributable to the contractor, the contractor shall promptly make corrections, repairs, or other necessary measures as deemed necessary by the council (expenses incurred for such measures shall be borne by the contractor).
7. Resolution of Doubts: In case of any matters not explicitly stated in the specifications or any doubts arise, the council and the contractor shall consult and follow the council's instructions.
8. Other: (1) Precautions during Service Execution: The contractor shall conduct sufficient consultations with the secretariat of the Hakui City Regional Public Transportation Council and faithfully perform the services.
(2) Specification Changes: If changes to these specifications are necessary due to unavoidable circumstances, the contractor shall obtain prior approval from the council after making a proposal.
(3) Prohibition of Subcontracting: The contractor is prohibited from subcontracting all of this service to a third party. However, if a part of the service is subcontracted to improve the quality or productivity of the service, prior written approval from the council must be obtained. The subcontractor shall impose the same confidentiality obligations on the subcontractor as those borne by the contractor under this contract, and shall be fully responsible for the actions of the subcontractor.
(4) Compliance with Laws and Regulations: The contractor shall comply with relevant laws and regulations and proceed with the services smoothly.
(5) Ownership of Deliverables: The deliverables and any derivative rights or by-products shall belong to the Hakui City Regional Public Transportation Council, and the contractor's rights to publish, transfer, lend, or use the deliverables shall be restricted.
(6) Protection of Personal Information: The contractor shall comply with the Act on the Protection of Personal Information and the Hakui City Ordinance on the Protection of Personal Information in performing this service, properly manage personal information obtained through the questionnaire survey, and prohibit its use for purposes other than intended and external disclosure.
(7) Confidentiality: The contractor shall prohibit the use of information obtained directly or indirectly for purposes other than intended and external disclosure, and shall strictly maintain confidentiality.
(8) Damages: The contractor shall be responsible for any accidents that occur during the performance of this service and for any damages caused to the Hakui City Regional Public Transportation Council and third parties.
