(4) When determining the successful bidder, the bid price will be the amount obtained by adding 10% of the amount written on the bid form to that amount (if there is a fraction of less than one yen in that amount, the fraction shall be discarded). Therefore, bidders shall write in the bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are a taxable or tax-exempt business with respect to consumption tax and local consumption tax. (5) Generally, the number of bidding rounds will be limited to two. If a successful bidder is not determined within the specified number of rounds, the procedure will not generally proceed to a private contract based on the provisions of Article 99-2 of YOKUREI.
