Work Overview (1) Work Name: Saga University (Jonai 2, etc.) Basic and Environmental Improvement (Air Conditioning Equipment) Work (2) Work Location: 2-17-3 Jonai, Saga City, Saga Prefecture (within Saga University Jonai 2 Campus) 1-14-4 Jonai, Saga City, Saga Prefecture (within Saga University Jonai 1 Campus) 46-2 Oaza Masari, Honjo Town, Saga City, Saga Prefecture (within Saga University Honjo Town 3 Campus) (3) Work Overview: This work involves the renovation of air conditioning equipment in the gymnasium (steel frame, 2 stories above ground, total floor area 1437 m²) in the Jonai 2 Campus, the gymnasium (walls: reinforced concrete, roof: steel frame, 2 stories above ground, total floor area 949 m²) and the Communication Building (steel frame, 1 story above ground, total floor area 180 m²) in the Jonai 1 Campus, and the gymnasium (walls: reinforced concrete, roof: steel frame, 1 story above ground, total floor area 599 m²) in the Honjo Town 3 Campus. (4) Construction Period: From the day after the contract signing until March 19, Reiwa 9 (2027) (Friday). (5) This work will be conducted using the electronic bidding system [MEXT Electronic Bidding System Website (https://portal.ebid03.mext.go.jp/top/ )] for the submission of the competitive bidding participation qualification confirmation application (hereinafter referred to as "Application") and competitive bidding qualification confirmation documents (hereinafter referred to as "Documents"), as well as for bidding, etc. However, those who find it difficult to use the electronic bidding system may substitute it with a paper bidding method with the consent of the contracting party. Related architectural and electrical equipment work is scheduled to be contracted separately. (6) This work will be carried out using a comprehensive evaluation and bidding method (performance evaluation type), where applications and documents describing "Company's Technical Capabilities" and "Company's Reliability and Social Contribution" are accepted, and the successful bidder is determined by comprehensively evaluating price and non-price factors. (7) This work is subject to the obligation of separate demolition, etc., and recycling of specified construction materials waste, etc., based on the "Law Concerning the Recycling of Materials in Construction Work" (Heisei 12, Law No. 104). (7) This work will be carried out after the contractor consults with the contracting party regarding the plan to work at least 4 weeks and 8 days before the commencement of work. 2. Competitive Bidding Qualifications: (1) Must not fall under the provisions of Article 3 and Article 4 of the Contract Administration Regulations of the National University Corporation Saga University. - 2 - (2) Must have been certified as Grade A or B in piping work, as defined in Article 4, Chapter 1 of the "Qualifications for General Bidders" (decided January 6, Heisei 13, Minister of Education, Culture, Sports, Science and Technology) (Grade specified in Item 2 of the General Competitive (Designated Competitive) Bidding Qualification Notification Certificate) (For those who have filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law (Heisei 14, Law No. 154) or for commencement of reorganization proceedings under the Civil Rehabilitation Law (Heisei 11, Law No. 225), re-certification of general competitive bidding qualifications must have been obtained after the decision to commence proceedings). (3) Must not be a person who has filed for commencement of rehabilitation proceedings under the Corporate Rehabilitation Law or for commencement of reorganization proceedings under the Civil Rehabilitation Law (excluding those who have obtained re-certification as mentioned in (2) above). (4) Must not fall under the disqualifications for "Construction Performance of Similar Work," "Construction Performance," and "Experience in Similar Work" as indicated in the evaluation items for comprehensive evaluation in Appendix 1-2. (5) Must have experience in constructing new or comprehensive renovation work including air conditioning equipment for school buildings, research facilities, or public facilities that have been completed and delivered as the prime contractor since fiscal year 2011 (experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). For ongoing construction joint ventures, the ongoing construction joint venture or one of its members must have the aforementioned construction experience. (6) Must be able to assign a chief engineer or supervising engineer to this work who meets the following criteria. However, if applicable under Article 26 of the Construction Industry Act and Article 27 of the Construction Industry Act Enforcement Order, they must be dedicated. Provided, however, that if a person assisting the duties of the supervising engineer is assigned exclusively in accordance with Article 26, Paragraph 3 of the Construction Industry Act, that supervising engineer may concurrently hold positions within the number specified in Article 29 of the Construction Industry Act Enforcement Order. ① Must be a Grade 1 Piping Work Construction Manager or possess equivalent or higher qualifications. ② Must have experience in constructing new or comprehensive renovation work including air conditioning equipment for school buildings, research facilities, or public facilities that have been completed and delivered as the prime contractor since fiscal year 2011 (experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). However, for ongoing construction joint ventures, it is sufficient if one of the chief engineers or supervising engineers has experience in similar work. ③ For supervising engineers, must possess a supervising engineer's license and a certificate of completion of supervising engineer training. ④ The assigned engineer or supervising engineer (including those assisting the supervising engineer's duties) must have a direct and constant employment relationship, and documentation proving this may be requested. Failure to provide such proof may result in disqualification from bidding. ⑤ For ongoing construction joint ventures, in addition to the cases described in the proviso of ② above, it is also possible to assign a chief engineer or supervising engineer who possesses the national qualifications specified in ① above. - 3 - (7) Must not have been subject to suspension of bidding eligibility measures (hereinafter referred to as "suspension measures") by the Ministry of Education, Culture, Sports, Science and Technology based on the "Notice on Measures Regarding Suspension of Bidding, etc., for Contracts for Construction Work" (Heisei 18, January 20, Notification No. 17 MEXT-Shi-345, Director of Facilities Planning and Management) during the period from the deadline for submission of the application and documents to the time of bid opening. (8) Must not be a contractor for design work, etc., related to the work specified in 1 (1) above, or a construction company related to such contractor in terms of capital or personnel. (9) There must be no capital or personnel relationship between bidders (excluding cases where all parties with capital or personnel relationships are members other than the representative of the joint venture (refer to the bidding explanation document)). (10) The prefecture where the head office, branch office, or business office is located, as permitted by the Construction Industry Act, is not specified. (11) Must not be a construction company whose management is substantially controlled by a member of an organized crime group, or a similar entity, and has been requested to be excluded from projects ordered by the Ministry of Education, Culture, Sports, Science and Technology, and such status continues (refer to the bidding explanation document). 3. Matters Concerning Comprehensive Evaluation: (1) Method of Determining Successful Bidder: ① Bidders shall participate in the bidding with "Price," "Company's Technical Capabilities," and "Company's Reliability and Social Contribution," and the bidder who meets the requirements of (a) and (b) below and has the highest "Evaluation Score" obtained by (2)③ will be the successful bidder. (a) The bid price must be within the limit of the estimated price. (b) The evaluation score must not fall below the value obtained by dividing the standard score by the estimated price (benchmark evaluation score). ② If there are two or more bidders with the highest evaluation score in ①, the successful bidder will be determined by lottery. (2) Method of Comprehensive Evaluation: ① The "Standard Score" shall be 100 points, and the "Additional Score" shall be a maximum of 25 points. ② The "Additional Score" will be calculated by evaluating each of the evaluation items in (3) below and summing the evaluation points for each item. ③ The comprehensive evaluation based on price and non-price factors will be conducted using the "Evaluation Score," which is obtained by dividing the sum of the bidder's "Standard Score" and the "Additional Score" obtained in ② by the bidder's "Bid Price." However, if it is deemed that the content of the contract cannot be duly performed by the intended successful bidder due to their bid price, or if it is deemed significantly inappropriate as it would disrupt the order of fair trade to conclude a contract with that person, the successful bidder may be the one who submitted a bid within the limit of the estimated price with the next highest evaluation score. (5) Confirmation of Assigned Supervising Engineer, etc.: After the successful bidder is determined, if a violation of the exclusivity requirement for the assigned supervising engineer, etc., is confirmed through CORINS or other means, the contract may not be concluded. Except in cases approved as unavoidable due to various circumstances, replacement of the application is not permitted. (6) Requirement for Contract Creation: Required. (8) Participation by Those Who Have Not Received General Competitive Bidding Qualification Certification: Those who have not received the general competitive bidding qualification certification mentioned in 2 (2) above may also submit applications and documents in accordance with 4 (3) above, but to participate in the bidding, they must have received the qualification certification and undergone qualification confirmation by the time of bid opening.
