Construction Overview (1) Project Name: Next Generation Aviation Security Information Network Development Construction Naha (Project) No. 2 (Project subject to electronic bidding and electronic contracting) (2) Construction Location: 334 Kagamizu, Naha City, Okinawa Prefecture (3) Construction Details: This project involves the installation of ancillary equipment necessary for the development of the next-generation aviation security information network in the Naha (Project) Second Building. (6) This project is a trial project for the post-contract VE (Value Engineering) method, which accepts proposals on construction methods after the contract is concluded. (7) This project is a "two-day work week promotion project (contracting party designated method)" in which the contracting party designates the promotion of a two-day work week. Eligibility for Participation in Competition (1) Not falling under the provisions of Article 70 of the Budget, Settlement of Accounts and Audit Act (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "Budget Execution Act"). Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the special circumstances in the same article. (2) Not falling under the provisions of Article 71 of the Budget Execution Act. (3) Must have been certified with grade A or B in "Telecommunications Construction Business" among the general (designated) competitive bidders for FY2025-2026 by the Osaka Regional Civil Aviation Bureau by the bid opening time (For those who have filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act (Act No. 154 of 2002) or commencement of rehabilitation proceedings under the Civil Rehabilitation Act (Act No. 225 of 1999), re-certification of general competitive bidding qualifications in accordance with procedures separately determined by the Director of the Osaka Regional Civil Aviation Bureau after the decision to commence proceedings is made). (4) Not a person who has filed for commencement of rehabilitation proceedings under the Corporate Reorganization Act or filed for commencement of rehabilitation proceedings under the Civil Rehabilitation Act (excluding those who have received re-certification under (3)). (5) Not subject to a suspension of designation based on the "Standards for Measures such as Suspension of Designation Regarding Construction Contracts under the Jurisdiction of the Civil Aviation Bureau" (Notice No. 386, June 28, FY1984) by the Director of the Osaka Regional Civil Aviation Bureau during the period from the submission deadline of the application for confirmation of eligibility for competition (hereinafter referred to as "Application") and confirmation documents (hereinafter referred to as "Documents") to the bid opening. (6) Not a person who has been requested by the police authorities to be excluded from public works of the Ministry of Land, Infrastructure, Transport and Tourism as a person whose management is substantially controlled by a member of a violent group or a person equivalent thereto, and such state continues. However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its content due to their bid price, or if it is deemed significantly inappropriate to conclude a contract with them due to the possibility of disrupting the order of fair trade, another bidder who submitted a bid within the limit of the estimated price and submitted the lowest bid may be selected as the successful bidder. If the bid price of the intended successful bidder falls below the investigation standard price based on Article 85 of the Budget Execution Act, an investigation will be conducted in accordance with Article 86 of the Budget Execution Act. (5) Confirmation of Planned Placement of Supervising (or Chief) Engineer: If a violation of the exclusive placement of the planned engineer is confirmed by CORINS or other means after the successful bidder is determined, the contract may not be concluded. Replacement of the application documents will not be permitted unless approved as unavoidable due to various circumstances. (6) For projects that require the exclusive placement of a supervising (or chief) engineer, if the contract is concluded at a price below the investigation standard price, the placement of an engineer with equivalent qualifications may be requested in addition to the exclusively placed supervising (or chief) engineer (refer to the tender explanation document).
