2. Use of Electronic Procurement System
This procurement is for a procurement case targeted by the electronic procurement system.
If it is difficult to use the said system, participation in this bid will be permitted only upon submission of a "Paper Bid Application Form".
3. Qualifications for Bidders
(1) Persons not falling under the provisions of Article 70 and Article 71 of the Order for Execution of Budgets, Receipts, and Expenditures. Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under the provisions of the same article in cases where there are special reasons.
(2) Bidders must have qualifications of "Service Provision" in the Kyushu/Okinawa region, ranked "D" or higher, in the Reiwa 7, 8, 9 Ministry of Justice competitive participation qualifications (all-ministry unified qualifications).
(3) Persons who have properly received the bid explanation document and submitted the pledge and list of officers, etc., based on the explanation document by the submission deadline.
(4) Other qualifications determined by the disbursement authorization officer based on the provisions of Article 73 of the Order for Execution of Budgets, Receipts, and Expenditures.

When submitting a bid by registered mail with proof of delivery (limited to certified mail, etc.), the bid must be placed in an envelope, sealed, and the surface must be labeled with the bidder's name (for corporations, their name or trade name, and including the name of the agent if applicable) and "Bid for Contract for tree felling, pruning, etc. (Oita Prison and 2 other facilities)". The sealed envelope must then be placed in another envelope labeled "Bid Enclosed" and mailed (must arrive by) November 16, Reiwa 8 (Monday), 5:00 PM, to the address specified in 4 above.
