Part 2: Budapest regional and long-distance bus services.

The winning bidder's task is to operate public bus routes operating according to the timetable, to provide passenger transport services, for Part 2 in the area of Pest and Bács-Kiskun counties, for regional and long-distance services starting in Budapest. The planned service area in the regional part of Budapest primarily includes the Budapest - Kiskunlacháza - Kunszentmiklós, Budapest - Kiskunlacháza - Kunszentmiklós - Szabadszállás - Kiskőrös - Kiskunhalas and Kiskunhalas - Kelebia surrounding routes or parts thereof, with the possibility that an individual order may be placed for public passenger transport tasks starting from, arriving in, or passing through the aforementioned performance locations, i.e., Pest and/or Bács-Kiskun counties. The winning bidder's task, based on the Framework Agreement concluded, is to provide passenger transport services with buses of the type and capacity specified in the awarded individual contract, to pick up passengers, handle luggage, perform passenger transport tasks, carry out the necessary administration, handle specific on-site customer requests, and perform other tasks detailed in the technical description in compliance with legal frameworks. The contracting authority is entitled to conclude individual contract(s) up to the upper limit of the framework quantity during the term of the Framework Agreement, which amounts to a total of 2,163,000 scheduled kilometers (km) for Part 2, using buses as specified above. The expected scale of direct orders for passenger transport with the largest bus, without considering the expected scale of separate contracts to be performed simultaneously, is expected to reach and/or exceed 360,000 scheduled kilometers for Part 2. The contracting authority understands scheduled kilometers to exclude service and overhead kilometers. The contracting authority understands "scheduled kilometers" to mean kilometers traveled with passengers announced in the timetable, including routes operated parallel to the scheduled service, or periodically in relation to such a service, operating on the full or a shorter section of the route announced in the timetable, possibly skipping some stops (second part). The contracting authority understands "service kilometers" to mean performance arising from traffic and technical reasons related to the transport task (e.g., transfers between routes, departures and arrivals, return legs of second parts, refueling trips), and "overhead kilometers" to mean performance of "operational" trips not related to passenger transport activities (e.g., relocation of buses between depots, test drives). After the conclusion of the Framework Agreement, the contracting authority intends to satisfy its procurement needs arising during the term of the Framework Agreement through direct orders. The expected maximum number of buses to be used simultaneously during the term of the Framework Agreement for Part 2 is 3 (three) standard buses with a capacity of at least 70 seats (by "seats" the contracting authority means the sum of seats and standing places in the respective bus, excluding the driver's seat), and with an environmental classification of at least Euro V. The bus must belong to class M3/II, have at least two remotely operated doors, its age - relative to the deadline for submitting tenders - must not exceed 8 years, it must provide ventilation with air conditioning and air circulation and/or air conditioning and at least 2-2 openable side windows per side. Detailed requirements regarding the subject of the procurement, especially the buses to be used in the performance, as well as bus drivers, are included in the technical description, which is part of the procurement documents.
