The subject of the order is "construction" within the meaning of Art. 3, para. 1, item 1 of the Public Procurement Act. 3.2. The subject of the current procedure is: "Reconstruction of internal water and sewage network on "20-ti April" street, Strelcha town, Strelcha municipality" Code according to the Common Procurement Vocabulary (CPV): 45000000 - Construction and installation works 45231300 - Construction and installation works for general construction of water pipelines and sewage The Employer's requirements are described in the attached "Technical Specification". A Building Permit No. 4 of 18.02.2025 has been issued for the site by the Chief Architect of Strelcha Municipality. Object category: the object is fourth group, third category according to Art. 137 of the Spatial Development Act. Technical description of the project: In the longitudinal profiles, the depth of the excavations is determined by the design level, to ensure the necessary coverage of the water pipeline according to the norms. At all intersections where water pipelines have been replaced, the connection to them has been made. For those with existing gate valves or steel water pipelines, waiting connections with gate valves are provided. The water pipeline in this project falls into the high zone of the water supply network of Strelcha town. At the deviations at the intersections of the new water pipelines, new gate valves with protective fittings are to be installed, for which reinforcement is provided. All shut-off valves and connecting flanges for them are designed for a working pressure P = 1.0 MPa (10 atmospheres). The locations of the shut-off valves are determined so that if a section of the network needs to be isolated, as few consumers as possible are affected. There are no existing fire hydrants along the route of the water pipelines. The locations of the fire hydrants are chosen according to the requirements of Ordinance No. 1z-1971 on construction and technical rules and norms for ensuring fire safety of 01.09.2013. All fire hydrants and fittings with connecting flanges, necessary for the installation of fire hydrants, are designed for a working pressure P = 1.0 MPa (10 atm.). It is also planned to replace all building water pipeline branches up to the regulatory line. A sidewalk gate valve /SGV/ with new polymer water meter pits outside the property will be installed at each building branch. The pit is 35 cm in diameter, telescopic with a water meter Cb=4 m3/h. Water meters must have the option for remote reading. The building branches will be made of polyethylene pipes with diameters of 25 and 32 mm (polyethylene pipes of these diameters are supplied in rolls of 100 m length). The branches are to be made using electro-weldable tapping saddles. At all building branches, sidewalk shut-off valves with protective fittings are to be installed. All gate valves and connecting flanges on the fittings at the building branches are designed for a working pressure P = 1.0 MPa (10 atm.). For all flanged connections on the new water pipeline sections (at gate valves, at fire hydrants, and at building branches), as well as at tapping saddles, bolts and nuts with well-made galvanic coating (cadmium-plated or galvanized) should be used. Thickness of galvanic coating - 20 atm. Concrete blocks are provided in the horizontal bends of the water pipelines and at the tees at the branches, which absorb the forces from the water pressure in the pipes. Such blocks are also provided at reducers (when transitioning from a larger to a smaller diameter and at plugs). Along the length of the individual sections, the main route of the newly designed water pipelines, as well as the building branches, intersect various types of high and low voltage cables, as well as telephone cables. For these intersections with underground utilities, excavation work for the water pipelines must be carried out manually. The pipes are delivered as follows: Connections between pipe and pipe, pipe and fitting or valve can be made according to the methodology presented below. The sewage network is planned to be constructed from corrugated polypropylene sewage pipes manufactured according to standard: BDS EN 13476-3.
