2#0063/LF10 Expert report on the economic value of air traffic connectivity

This tender seeks an expert opinion on the economic value of air traffic connectivity in Germany. The primary objective of the commissioned study is to analyze the influence of air traffic connectivity on the German economy and present these findings using appropriate economic indicators. The analysis should encompass direct, indirect, and induced demand effects, such as those related to aviation-driven tourism. Crucially, the study must also investigate catalytic effects, including productivity, investment, and innovation growth triggered by connectivity, as well as fiscal impacts. Based on these findings, the study should identify concrete measures to both improve connectivity and enhance economic performance. A key aspect of the analysis will be to determine the extent to which improved connectivity causally contributes to increased economic output. The deliverable is an expert opinion report of approximately 30 pages, based on scientific findings, with a core summary (Executive Summary) of a maximum of 4 pages. The Executive Summary must also be provided in English. The report is intended for internal use by the ministry leadership and departments, as well as for a broader audience interested in aviation policy. Supporting calculations and methodological explanations are to be included as appendices.
