2#0070/G22 Project management and support for the BMV in the funding program for climate-friendly commercial vehicles, particularly regarding the funding guideline for charging infrastructure for e-trucks

The contractor (AN) supports the client (AG), the Federal Ministry of Transport (BMV), in the implementation of the funding program for climate-friendly commercial vehicles. At the time of commissioning, the main focus of the service is on the implementation of the funding guideline for charging infrastructure for e-trucks and other services. The BMV will provide approximately 1 billion Euros from 2026 to 2031 for the implementation of the funding guideline for charging infrastructure for e-trucks. The funding guideline is planned to be effective from 01.01.2026 until approximately 31.12.2029. The first projects are to be approved from 2026 onwards. The workload depends on the annual available budget and the complexity of the project applications to be processed. * * The scope of services includes, in addition to regular technical exchange with the program company NOW GmbH, exchange with project sponsors who manage corresponding funding activities of other federal ministries, as well as regular exchange with the AG on funding policy aspects of the programs and measures. Furthermore, the AN supports the AG in communication with the EU Commission regarding the state aid permissibility of programs and measures and in updating the central EU Commission state aid registers (SANI, TAM, De-minimis Register).* As part of the project management, the AG intends to entrust the contractor with delegated management in accordance with § 44 (4) BHO and with the fiduciary management of the provided funds in accordance with § 44 (3) BHO (see Section 4.1 of the service description and §§ 9 and 10 of the contract)* With regard to the overall concept of climate-friendly commercial vehicles and further measures according to No. 1, the AN must provide services from a scientific-technical, legal, and economic perspective:* AP 1: Implementation of the funding guideline for charging infrastructure for e-trucks* The AN assumes project management for the funding guideline for charging infrastructure for e-trucks and the implementation of individual funding calls for the establishment of publicly and non-publicly accessible charging infrastructure, from the conception of funding calls, funding advice, application review, decision-making, monitoring, proof of use review, success control, and all resulting tasks according to §§ 23, 44 BHO and EU state aid regulations, applying the procedural requirements in the "Handbook of Project Funding" of the BMFTR.* AP 2: Implementation of individual collaborative projects in research and development outside existing funding guidelines – as needed* The AN assumes project management for projects outside existing funding guidelines that relate to the content of the funding program for climate-friendly commercial vehicles, particularly charging infrastructure for e-trucks, and involve research and development (R&D) activities, including the funding of innovation clusters. The processing will be carried out on the basis of §§ 23, 44 BHO, EU state aid regulations, and relevant administrative regulations. * During the contract period, the service includes complete scientific-technical and administrative support, from advising funding applicants, reviewing proposals, to proof of use review. The procedural requirements for R&D projects are explained in the "Handbook of Project Funding" of the BMFTR and must be applied. The funding conditions must be observed. During the contract period, a maximum of five collaborative projects and an additional funding volume of between 50 and 100 million Euros are to be expected.* Further details can be found in the electronically provided tender documents.
