2025/943 Hällmyran, new 400 kV substation

This tender concerns the construction of a new 400 kV substation at Hällmyran, serving as a new connection point between Hällbacken and Bensbyn in the municipality of Luleå, Norrbotten County. Svenska kraftnät, in collaboration with Vattenfall Eldistribution, is planning the construction of a new 400 kV and 130 kV substation. This project is essential for enabling the connection of SSAB's new state-of-the-art fossil-free steelworks in Luleå, which will replace the current blast furnace-based production system. The new steelworks will feature two electric arc furnaces and an integrated rolling mill for specialty steel production.

The project scope includes the establishment of two 400 kV power lines, each approximately 29 km in length, connecting the main grid substation Svartbyn to Hällmyran. Additionally, Vattenfall plans to construct new 150 kV power lines from the Hällmyran substation to the SSAB station on Svartön and Hertsöfältet. Four 400/130 kV transformers are planned for installation within Vattenfall's regional grid substation, utilizing four transformer/circuit breaker units that Vattenfall will own and finance within Svenska kraftnät's 400 kV substation. The tender documents indicate that transformer bays T3 and T4 may be included as an option in the contract, a detail to be clarified during upcoming tender clarifications. Bidders are requested to provide pricing for any additional costs associated with these optional bays. Please note that no questions will be answered between weeks 27 and 32, with tender clarifications scheduled for 2-3 weeks after the final submission deadline.
