2026 Tender - The Supply of Feed, Forage, Hay and Stable Requisites for MPS Stables

The Mayor's Office for Policing and Crime (MOPAC), on behalf of the Metropolitan Police Service (MPS), is seeking to establish contracts for the supply and delivery of forage, feed and supplements, bedding and stable requisites to support the operational and welfare requirements of the MPS Mounted Branch. The requirement is divided into three Lots: • Lot 1 - Forage (Hay and Haylage) • Lot 2 - Feed and Supplements • Lot 3 - Bedding and Stable Requisites Suppliers may apply for one, multiple or all Lots. Goods will principally be delivered to the Mounted Training Establishment at Imber Court, Great Scotland Yard Stable and Hyde Park Stable. The Authority requires reliable and resilient supply arrangements that maintain product quality, continuity of supply and value for money throughout the Contract Term. The procurement will be conducted using the Competitive Flexible Procedure under the Procurement Act 2023. Stage 1 will comprise an Invitation to Participate, during which Suppliers will be assessed against the published Conditions of Participation. Suppliers successfully satisfying the Conditions of Participation will be invited to participate in Stage 2, Invitation to Tender. The anticipated initial Contract Term is three (3) years, with the option for the Authority to extend for up to a further two (2) years. The supply and delivery of forage, including hay and haylage, to support the nutritional, health, welfare and operational requirements of MPS Mounted Branch horses. Forage supplied must be suitable for equine consumption, of consistent quality, free from mould, contamination and foreign bodies, and supplied in a manner that maintains product quality during transportation, delivery and storage. The Supplier will be required to maintain reliable and resilient supply arrangements throughout the Contract Term, including during periods of seasonal variation or supply disruption. The supply and delivery of equine feed and nutritional supplements to support the health, welfare and operational requirements of MPS Mounted Branch horses. The requirement includes a range of horse feed, balancers, sugar beet products, chaff, grass products, bran, carrots, oils, salts, minerals, electrolytes and other nutritional supplements as required. Products must be suitable for equine consumption, sourced through controlled and traceable supply chains, maintain product integrity and comply with relevant quality and feed assurance requirements. The supply and delivery of equine bedding and stable requisites to support the welfare, care and day-to-day operational requirements of MPS Mounted Branch horses. The requirement includes equine bedding products, including wood shavings and paper bedding, together with a range of stable requisites, equine care products, stable equipment and associated consumables. Goods must be fit for purpose, suitable for equine use, meet the Authority's quality requirements and be supplied in a condition suitable for immediate use.
