1. Matters subject to competitive bidding
(1) Procurement subject: Purchase and relocation of furniture, etc. for the layout change of the Kochi Public Employment Security Office
(2) Content, etc.: Details are as per the "Specifications"
(3) Delivery date: Details are as per the "Specifications"
(4) Delivery location: Kochi Public Employment Security Office, 2536-6 Otsu, Kochi City
(5) Bidding method: Bids shall be for a lump sum. In determining the successful bidder, the bid price will be the amount written on the bid form plus 10% of that amount (if there is a fraction of less than 1 yen, that fraction will be rounded down). Therefore, bidders shall write in the bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt business operators for consumption tax.
2. Qualifications for competitive bidding participation
(1) Not falling under the provisions of Article 70 of the Order for the Execution of Orders Concerning Budget, Receipts, and Payments. Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under special reasons in the same article.
(2) Not falling under the provisions of Article 71 of the Order for the Execution of Orders Concerning Budget, Receipts, and Payments.
(3) Must be rated "A", "B", or "C" in the "Sales of Goods" category for the Shikoku region in the FY2025, 2026, and 2027 Ministry of Health, Labour and Welfare Competitive Bidding Qualifications (Unified Qualifications for All Ministries).
(4) Those to whom the systems listed in the following items apply must have no arrears in insurance premiums for the two years immediately preceding the bid submission deadline (for items (o) and (k), for two insurance years):
a. Employees' Pension Insurance
b. Health Insurance (managed by the Japan Health Insurance Association)
c. Seamen's Insurance
d. National Pension
e. Workers' Accident Compensation Insurance
f. Employment Insurance
And must be able to submit documents related to payment or other matters by the specified date.
(5) Must not have been convicted of violating laws and regulations under the jurisdiction of the Ministry of Health, Labour and Welfare, such as the Labor Standards Act, the Industrial Safety and Health Act, the Minimum Wage Act, the Workers' Accident Compensation Insurance Act, the Employment Security Act, the Employment Insurance Act, the Act on the Collection of Premiums for Labor Insurance, or other laws and regulations, within one year prior to October 9, 2026.
(6) Must not be in a period of suspension of bidding by the Ministry of Health, Labour and Welfare.
(7) Must be recognized as not having submitted false information in the application for qualification or attached documents.
(8) Must be recognized as not having a critically deteriorated business status or creditworthiness.
3. Location for viewing contract terms and obtaining bid explanations

4. Use of the electronic procurement system
This project will be conducted via electronic bidding. However, those who cannot use the electronic procurement system may switch to a paper bidding method upon request to the contracting party. In addition, the contract will be concluded electronically, except in cases where it is unavoidable.
5. Other
(1) Language and currency to be used in bidding and contract procedures: Japanese and Japanese currency.
(2) Bid security: Exempt.
(3) Requirements for bidding: Those who wish to participate in this bid must submit a pledge that they do not fall under the designated groups such as violent groups, a list of officers, and a self-declaration form at the time of submitting certificates, etc. They must also respond to requests for explanations regarding these documents from the contracting officer, etc.
(4) Contract-related documents: Contract-related documents submitted by the person in charge, etc. are the responsibility of the business operator. In addition, if false statements or other irregularities are found in contract-related documents where the seal is omitted, the contract may be canceled and penalties may be imposed.
(5) Invalid bids: Bids submitted by persons who do not meet the competitive bidding qualifications stated in this announcement, bids from those who have not fulfilled their obligations as bidders, and other bids that violate the bidding conditions shall be deemed invalid.
(6) Requirement for contract creation: Required.
(7) Method of determining the successful bidder and notification of results: The successful bidder will be the bidder who submits the lowest valid bid within the limits of the estimated price determined in accordance with Articles 79 and 80 of the Order for the Execution of Orders Concerning Budget, Receipts, and Payments. When a successful bidder is determined, their name (or company name in the case of a corporation) and bid amount will be notified orally and via the bid opening results notification on the electronic procurement system.
