1. Procurement Details
(1) Item classification number: 4, 32
(2) Title and quantity of purchase, etc.: Goods Logistics Management Services Outsourcing, Lump Sum
(3) Specifications of procurement plan, etc.: As per the tender explanation and specifications.
(4) Fulfillment period: From April 1, Reiwa 9 to March 31, Reiwa 12.
(5) Fulfillment location: National Hospital Organization Tokyo Hospital
(6) Tender method: The successful bidder will be determined by the comprehensive evaluation method. Therefore, ① submit documents related to technology, etc. for comprehensive evaluation. ② The bid amount shall be the amount including all costs required for the fulfillment of the procurement item (2) during the fulfillment period specified in (4).
When determining the successful bidder, the amount obtained by adding 10% of the bid amount to the bid amount (if there is a fraction of less than 1 yen, the fraction will be rounded down) will be the successful bid price. Therefore, tenderers shall state in their bid the amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or exempt from consumption tax.
2. Qualification for Participation in Competition
(1) Not falling under the provisions of Article 5 of the "Contract Regulations" of the National Hospital Organization (hereinafter referred to as "Contract Regulations").
Note: Minors, persons under guardianship, or persons under assistance who have obtained the necessary consent for contract conclusion may be applicable under special circumstances in the said article.
(2) Not falling under the provisions of Article 6 of the "Contract Regulations".
(3) Those who have been graded A, B, or C in the "Provision of Services, etc." category of the Ministry of Health, Labour and Welfare's qualification for participation in tenders (Unified Qualification for all Ministries and Agencies) and possess the qualification to participate in tenders in the Kanto-Koshinetsu region.
(4) Those who possess the qualifications determined by the Accounting Officer based on the provisions of Article 4 of the "Contract Regulations".

4. Other
(1) Language and currency to be used in the contract procedures: Japanese language and Japanese currency.
(2) Tender security and contract security: Exempt.
(3) Matters required of tenderers: Those who wish to participate in this general competitive tender must submit a sealed tender document with documents certifying their ability to fulfill the procurement item (2) specified in item 1 by the deadline for receipt of tender documents.
Tenderers must respond to any requests for explanation regarding such documents from the Accounting Officer by the day before the opening of tenders.
(4) Invalid tenders: Tenders submitted by those who do not meet the qualification for participation in the tender specified in this announcement, and tenders submitted by those who have not fulfilled the obligations required of tenderers shall be deemed invalid.
(5) Requirement for contract creation: Required.
(6) Method of determining the successful bidder: The successful bidder will be determined based on the comprehensive evaluation method specified in the tender explanation, within the limit of the estimated price prepared in accordance with Article 21 of the Contract Regulations.
However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its terms due to the bid price, or if it is recognized that concluding a contract with that person would disrupt the order of fair trade, another party who bid within the limit of the estimated price and is the next most advantageous may be selected as the successful bidder.

Furthermore, minors, Person under Conservatorship or Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause;
② not come under Article 6 of the Regulation concerning Contract for NHO;
③ have Grade A, B or C in “Offer of Services” for participating in tenders by Ministry of Health, Labour and Welfare (Single qualification for every ministry and agency) in Kanto-Koshinetsu Region;
④ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 4 of the Regulation;
