Tender Participation Qualifications: The tender participation qualifications for this work will be granted by this city based on the application for confirmation of tender participation qualifications by contractors who meet all of the following requirements. (1) Must not be a person unable to conclude a contract or a bankrupt person who has not been reinstated. (2) Must be registered in the Fiscal Year 2026 Ayabe City Construction Work Designated Competitive Tender Participant List for paving work, Grade B, and must be a single contractor with its head office continuously located in Ayabe City since April 1, 2026, and must not be subject to suspension of bidding by Ayabe City or exclusion measures from contracts concluded by the city at the time of application. (3) Must not have received a completed work performance evaluation score of less than 60 points between January 1, 2025, and December 31, 2025, for paving work commissioned by Ayabe City. (4) Must be able to assign a site manager and chief engineer who have a direct and continuous employment relationship with the applicant. "Continuous employment relationship" here means an employment relationship of 3 months or more prior to the submission date of this application for confirmation of general competitive tender participation qualifications. 3. Documents to be Submitted: (1) Application for Confirmation of General Competitive Tender Participation Qualifications: Submit the application via the electronic bidding system. However, contractors wishing to use the paper bidding method must submit two copies of the "Application for Confirmation of General Competitive Tender Participation Qualifications" (Separate Form 2) along with the "Consent Form for Paper Bidding Method" (Separate Form 1) to the Management Division in person. (2) Assigned Personnel Roster: Submit the "Assigned Personnel Roster" (Separate Form 3) as an attachment to the application for confirmation of general competitive tender participation qualifications via the electronic bidding system. The file format and capacity shall comply with Article 7 of the "Ayabe City Public Works Electronic Bidding Operation Standards." However, contractors wishing to use the paper bidding method must submit the "Assigned Personnel Roster" along with the consent form and application in (1) to the Management Division in person. 4. Inspection of Design Documents and Reception of Applications for Confirmation of Tender Participation Qualifications: (1) Inspection of Design Documents: ① Period: From June 29, 2026 (Monday) 9:00 AM. ② Method: Primarily download from the Kyoto Prefecture Tender Information Public System (https://kyoto.efftis.jp/26000/CALS/PPI_P/). However, if this is not possible, it will be distributed for a fee. Those who wish to obtain it should contact the Management Division in advance. If a non-exclusive chief engineer concurrently serves as a site manager, the total initial contract amount of the concurrently held works must be less than 45 million yen. Concurrent assignment is not permitted regardless of the contract amount if exclusivity is required by tender announcement, etc. 3) Site Manager: 1. The liaison person can be an employee of the prime contractor or a subcontractor of the first tier, but security guards or employees of subcontractors other than the first tier cannot be liaison persons. (4) If the concurrently held works are for engineers who are not exclusively assigned, in addition to the common conditions specified in (3) above, the following must all be met: - The concurrently held works must be within Ayabe City. - The total initial contract amount of the concurrently held works must be less than 45 million yen. (5) If any of the concurrently held works require an exclusive chief engineer, in addition to the common conditions specified in (3) above, they must be related adjacent works.
