(3) If a standard price for low bid price investigation is set, and it is recognized that the contract content cannot be adequately fulfilled by the bidder who submitted the lowest bid within the range of the estimated price, or if it is recognized that concluding a contract with that bidder would disrupt the order of fair trade and be extremely inappropriate, that bidder will not be selected as the successful bidder, and another bidder who submitted a bid within the range of the estimated price, with the lowest bid price, may be selected as the successful bidder.
